3、Qualification Requirements For Bidder
Qualifications or Performance:(1)The bidder shall be an independent legal entity or other organization that complies with the provisions of the "Bidding Law of the People"s Republic of China" (domestic bidders shall provide a business license or legal person certificate, while overseas bidders shall provide local registration documents);
(2)An original or copy of the credit certificate issued by the bidder"s bank within three months prior to the bid opening date;
(3)The bidder must commit that the export of its equipment and software fully complies with relevant international and Chinese laws and regulations, and assist in handling all necessary import and export licensing procedures (provide a written statement in accordance with the format of Appendix 6-7);
(4)For domestic products, this project only accepts bids from product manufacturers. For overseas products, bids from product manufacturers are accepted, and bids from agents are also accepted. If the bidder is an agent for the offered products, it must obtain and provide a valid authorization letter issued by the manufacturer of the selected goods. The original manufacturer and the agent cannot participate in the bidding simultaneously;
(5)This project does not accept consortium bids;
(6)If the bidder wins the bid, it must enter into a written contract based on the tender documents and the winning bidder"s bid documents, without adding any unreasonable terms or additional requirements to the tenderer (provide a written statement in accordance with the format of Appendix 6-7);
(7)The bidder and the manufacturer of the bid goods must have no record of major legal violations in their business activities in the past year, no use of unfair competition methods to secure a bid, no major economic criminal cases, and no contract termination or losing a lawsuit as a defendant due to any breach of contract, illegal activities, or unethical business conduct (provide a written statement in accordance with the format of Appendix 6-7);
(8)The bidding equipment provided by the bidder must be brand-new products from the country of origin (provide a written statement in accordance with the format of Appendix 6-7);
(9)Bidders shall provide the sales performance of original equipment of the same brand and type applied to 12 - inch products globally from January 1, 2023 to the present (subject to the contract signing date), with the market sales volume ≥ [6] units. The sales time of the equipment, the corresponding customer names (customer names can be described using codes), and the number of ordered units shall be indicated. At the bidding stage, materials such as purchase orders, purchase contracts, or user acceptance certificates shall be provided.
(10)Bidders must complete valid registration on the electronic bidding platform designated by the Ministry of Commerce of China (hereinafter referred to as the "Electronic Trading Platform," website: http://www.chinabidding.com) before the bid submission deadline (as registration review on the Electronic Trading Platform requires a certain amount of time, bidders are advised to log in to the website as early as possible after deciding to participate in this project to check whether they are already in a valid registration status, to avoid affecting normal bidding due to registering close to the deadline).

Additional Instructions:Potential bidders interested in participating in this tender may purchase the bidding documents from Shanghai International Tendering Co., Ltd. (www.shabidding.com) during working days from 9:00 to 16:00 between [February 13th, 2026] and [February 27th, 2026]. Bidding documents will no longer be sold after the aforementioned deadline. The price for each set of bidding documents is RMB 1,000.00 or USD 150.00, non-refundable. An additional RMB 50.00 is required for domestic mail orders; an additional USD 50.00 is required for international mail orders.
