3、Qualification Requirements For Bidder
Qualifications or Performance:3.1.The Bidder shall be an independent legal person or other organization conforming to the provisions of the Law of the People"s Republic of China on Tendering and Bidding. Domestic bidders shall provide a business license or legal person certificate; overseas bidders shall provide local registration documents.
3.2.Original or copy of the credit certificate issued by the bidder"s opening bank within three months prior to the bid opening date.
3.3.The Bidder must undertake that the export of its equipment and software fully complies with relevant international and Chinese laws and regulations, and shall assist in going through all necessary import and export licensing procedures.
3.4.For domestic products under this project, only product manufacturers are eligible to bid. For overseas products, both product manufacturers and agents are eligible to bid. If the Bidder is an agent of the tendered products, it shall obtain and provide a valid letter of authorization issued by the manufacturer of the goods to be selected. The original manufacturer and the agent shall not participate in the bidding simultaneously.
3.5.Joint venture bidding shall not be accepted for this project.
3.6.If the Bidder wins the bid, it shall sign a written contract in accordance with the bidding documents and the successful bidder"s tender documents, and shall not add any other unreasonable clauses or impose additional requirements on the Tenderee.
3.7.The Bidder and the manufacturer of the tendered goods have no record of major illegal activities in business operations in the past year, have not resorted to unfair competition to win the bid by fraud, have no involvement in major economic or criminal cases, and have not had contracts terminated or been defeated as defendants due to any breach of contract, violation of laws or commercial ethics on their part (a commitment letter shall be provided in a self？prepared format).
3.8.The tendered products provided by the Bidder or the manufacturer shall have sales performance of similar equipment in the past three years (from October 1, 2022 to the present, based on the contract signing date), with a sales volume of no less than 4 units. The sales time, corresponding customer name (which may be replaced by a code), quantity, specification and model of the equipment shall be clearly indicated. At the bidding stage, procurement orders, procurement contracts, user acceptance certificates or other materials must be provided.
3.9.The Bidder shall provide a basic enterprise information form, which may include detailed information on the enterprise nature, registration information, business scope, industry？related qualification certificates (copies provided), and other supporting documents proving the enterprise"s capability to perform this selection as appropriate. The form shall be stamped with the official seal of the unit to ensure the authenticity and accuracy of the information.
