3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 The bidder must be a legal person or other organization from the People"s Republic of China or a country or region that maintains normal trade relations with the People"s Republic of China. Domestic bidders shall provide a photocopy of a valid business license, while overseas bidders shall provide a photocopy of a business registration certificate or other valid supporting documents.
3.2 Different units whose heads are the same person or have a controlling or management relationship shall not participate in bidding for the same project.
3.3 If the bidder is a manufacturer or an authorized agent of a manufacturer located outside the People"s Republic of China, the manufacturer shall have a permanent service organization or entrusted agency in China, capable of providing timely and effective after-sales service (in the project location). The bidder shall provide an introduction to the basic situation of the after-sales service organization and a copy of its business license. If the after-sales service organization is an entrusted agency, it shall also provide an after-sales service authorization letter issued by the manufacturer.
3.4 Qualification Requirements: This project allows manufacturers or authorized agents of manufacturers to participate in bidding. If an agent participates in bidding, it must provide bidding authorization for the main equipment (passenger elevator trucks, water trucks, sewage trucks, garbage trucks, disabled boarding vehicles, AC/DC power supply vehicles, air source vehicles, air-conditioned vehicles, and liquid filling tank trucks). For equipment of the same model from the same manufacturer, only one agent can be entrusted to participate in bidding (if the equipment manufacturer participates in bidding, it shall not authorize another agent; if the bidder is an agent, the bidder must provide a special product agency authorization letter issued by the manufacturer for the equipment in this project, as well as a manufacturer"s after-sales service commitment letter; if there are two or more agents bidding for the same model of the same brand, the order of precedence shall be based on the time of receiving registration materials. When issuing the special product agency authorization letter, each bidder must consult the equipment manufacturer for relevant information, and the bidder shall bear the responsibility for any unsuccessful registration due to this reason); the passenger elevator trucks, water trucks, sewage trucks, garbage trucks, disabled boarding vehicles, AC/DC power supply vehicles, air source vehicles, and air-conditioned vehicles proposed to be supplied by the bidder must be listed in the airport equipment notice published by the Civil Aviation Administration of China (CAAC) as passing inspection, and the information specified in the "Civil Airport Special Equipment Information Management System" https://adeqpt.caac.gov.cn/ shall prevail, with the status being normal;
3.5 Reputation Requirements: Domestic bidders must not be entities listed as dishonesty and defaulted entities by the Supreme People"s Court, subject to the information available on the "Credit China" website (www.creditchina.gov.cn) or the "China Execution Information Publicity Network" website (http://zxgk.court.gov.cn). Overseas bidders must be entities with good business reputation and no significant records of illegal activities (self-commitment by the bidder).
