3、Qualification Requirements For Bidder
Qualifications or Performance:Qualification and Achievement requirements for the bidder
The following documents must be provided
(1) All Bidders are requested to fill in according to the requirements of Format IV-9 in Section IV and provide relevant information;
(2) The bidder whose product origin is outside the customs must be the manufacturer and the manufacturer must has advanced capabilities in catalyst development, production, supply, and after-sales service. The bid products must be independently developed, manufactured, and tested by the manufacturer"s own factory, subcontracting or outsourcing production is not accepted; Or the agent directly authorized by the manufacturer. The agent shall meet the following conditions for bidding:
① The bidder should provide a letter with original sole official authorized by Manufacturer for the bid (The authorization letter must be directly issued by the manufacturer; secondary authorization is not allowed). The authorization letter should include content stating that the manufacturer is responsible for the product and after-sales service quality, as well as the manufacturer"s contact person and contact information. It must ensure that the manufacturer"s contact person can coordinate and handle important matters during the project execution process (for this requirement, the manufacturer may also provide a separate written commitment/explanation outside of the authorization letter). Otherwise, agency bids will not be accepted.;
② the Agent shall get registered in accordance with the local law for at least three years from the bid opening date and copies of valid registration documents such as business license shall be provided;
③ The bidder shall have sales performance for similar products in two different years within three years from the bid opening date. Copies of the contract / purchase order evidencing its sales performance or Certifications from Enduser should be provided and signed or sealed by the Bidder.
(3)The bidder whose product origin is within the territory of the Customs must be the manufacturer (agent bidding is not accepted)
(4) The bidder has not been suspended or cancelled the bidding qualification by petrochina Tendering and Bidding website (www.cnpcbidding.com). (According to the provisions of the Measures for the Administration of Dishonest Behavior of Bidders of China National Petroleum Corporation Limited, the bidder"s bidding qualification shall be suspended for half a year if the dishonest score reaches 8 points; The bidder"s bidding qualification shall be suspended for one year if the breach of trust score reaches 9 points; The bidder"s qualification for bidding is suspended for two years after the breach of trust score reaches 10 points. If the breach of trust score is 10.5 points or above, or the breach of trust occurs again during the suspension period, the bidding qualification within the scope of the group company will be cancelled for three years. If the bidder is qualified again at the expiration of the term, the breach of trust will not be cleared and the validity period will be extended for three years.) The above contents are subject to the inquiry results of the bid evaluation Committee on the corresponding website.

(6) The bid shall be rejected if the bidder puts forward invalid complaint one or more times in the bidding activities organized by China Petroleum Materials Co., Ltd. within one year before the bid opening date (including complaint rejected, overruled or judged to maintain the original bid evaluation results by the mechanical and electrical office).
(7)The Bidder shall provide the original or copy of the credit certificate issued by the bidder"s Bank of deposit within three months before the bid opening date (The signature or sealing by the respective of bidders is needed);
(8) Other Qualification and Achievement requirements stipulated in Chapter VIII.
(9) Performance requirements for bidding products: Within three years from the date of bid opening, the bidder must provide at least 5 tons of industrial application performance of the bidding products in the styrene-butadiene rubber production equipment in Chinese mainland, and shall also provide scanned copies of the performance contract, screenshots of the full invoice corresponding to the contract on the "National VAT Invoice Inspection Platform of the State Administration of Taxation" (the query time should be after the time of the bidding announcement) and other information to prove all elements of the following 1-4 requirements:
1) Product name and specification model (products that are completely consistent with the composition of the subject matter)
2) The specific name and scale of the device involved
3) The time of use of the subject matter and the contact information of the user
4) The conclusion that the use effect of the subject matter is qualified (stamped with the official seal of the user unit)
Remarks: (1) If the supporting materials provided by the bidder cannot fully cover all the above elements, the "User Certificate" (stamped by the user unit) shall be provided separately for the missing parts; (2) When the bidder prepares the bidding documents, the above elements should be marked in the supporting materials (coloring, underlining, etc.); (3) The supporting materials provided by the bidder must be able to prove all the above elements at the same time, otherwise the bid will be rejected.
(10) If the bidder is a domestic manufacturer, a valid "Safety Production License" covering the subject matter should be provided; If the bidder is not a manufacturer, it should provide a valid "Hazardous Chemicals Business License" covering the subject matter, a valid "Safety Production License" covering the subject matter for domestic products, and a valid "Hazardous Chemicals Registration Certificate" covering the subject matter for overseas products.
