1. The People’s Republic of China has received financing from the World Bank toward the cost of the Shaanxi Energy Transition and Innovation Demonstration in the Heating Sector and intends to apply part of the proceeds toward payments under the contract for Yulin Zero-Carbon Convention and Exhibition Center Clean Energy Supply Project.

2. The Yulin Kechuang Youneng Technology Co., Ltd. now invites sealed Bids from eligible Bidders for Yulin Zero-Carbon Convention and Exhibition Center Clean Energy Supply Project (Contract No.: YL-HZ-C01).

Main Contents of the Contract:

(1) Construction Works: The energy supply scope of this project includes H1–H7 exhibition halls and the basement of the convention center, with a total energy supply area of approximately 164,000 square meters. The total floor area of the energy station is 1,067 square meters (including 968 square meters for the refrigeration room and other equipment rooms, and 99 square meters for the photovoltaic step-up substation).

(2) Thermal Power Engineering: The project involves 350 shallow geothermal boreholes and 4 medium-deep heat exchange wells. The energy supply covers the H1–H7 exhibition areas, with a heating load of 21 MW. The energy structure adopts medium-deep geothermal energy + shallow geothermal energy + electric boilers for peak shaving + heat storage tanks for peak regulation. The cooling load is met using shallow ground-source heat pumps combined with existing chiller units.

(3) Electrical Engineering: Two 10 KV power supply lines are provided from the park’s high-voltage distribution center (B1-A Substation).

(4) HVAC Engineering: Ventilation systems for newly added equipment rooms in the basement.

(5) Water Supply and Drainage Engineering: Indoor and outdoor water supply, drainage, fire hydrant systems, automatic sprinkler systems, and building fire extinguishers.

(6) Intelligent Engineering: Instrument control systems, station control platforms, and communication systems.

The construction period for the above works is 5 months.

3. Bidding will be conducted through national competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” (September 2023) (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. For details of the Bidder"s eligibility, please refer to Section 3 of the Bidding Documents.

4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60% and for Bid cost: 40%.

5. Interested eligible Bidders may obtain further information from Procurement Agent and inspect the Bidding document during office hours from January 30, 2026 to March 5, 2026 between 09:00 to 16:00 hours at the address given below this RFB.

6. The Bidding document in Chinese may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of CNY 1,000.00. The method of payment will be cash, cashier"s check or directly deposit to the account shown in "China General Tendering Network" (www.china-tender.com.cn). The document will be sent by a special courier at an additional payment of CNY 100.00.

7. Bids must be delivered to the address below this RFB on or before 09:30 a. m. March 6, 2026 (Beijing Time). Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below this RFB on 09:30 a. m. March 6, 2026 (Beijing Time). All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Shaanxi Public Resources Trading Center until the second public Bid opening.

8. All Bids must be accompanied by a Bid Security of CNY 1,150,000.00.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document
