3、Qualification Requirements For Bidder
Qualifications or Performance:*(1) All Bidders are requested to fill in according to the requirements of Format IV-9 in Section IV and provide relevant information;
*(2) Bidders must be manufacturers (agent bidding is not accepted).
*(3) The tenderer does not accept bidders" subcontracting, consortium bidding, or agency of products designed, developed, and manufactured by other companies.
*(4) From January 1, 2023 to the bidding deadline, bidders must have domestic sales performance of well completion tools (listed in this tender) (based on the invoicing date) and provide the following supporting documents: product sales contract or order, electronic invoice or value-added tax invoice issued to the buyer (scanned or copied), and a valid buyer contact person for confirmation during the evaluation. The total sales revenue (including tax) of completion tools on the list shall not be less than RMB 5 million. If it is in US dollars, the exchange rate is calculated as USD: RMB=1:7.1. The recognition principle for this performance is to only recognize the bidder"s performance as a manufacturer. The recognition principle for this performance follows clauses (2) and (3) above, and only recognizes the bidder"s performance as a manufacturer.
*(5) The bidder has not been included in the blacklist of suppliers, contractors, and service providers of China National Petroleum Corporation (the blacklist of suppliers, contractors, and service providers of the group company can be found on the China Petroleum Tendering and Bidding Network/www.cnpcbidding.com).
*(6) Bidders must provide the original or a copy of the credit certificate issued by their bank within three months prior to the bid opening date (signed or stamped by the bidder"s representative).
*(7) If a bidder has made one or more invalid complaints about the evaluation results in the bidding activities organized by China Petroleum Materials Co., Ltd. within one year before the bid opening date (including the result of the mechanical and electrical office of China Petroleum Group Corporation being: not accepted, rejected, or maintaining the original evaluation results), the bid will be rejected.
*(8) Other Qualification and Achievement requirements stipulated in Chapter VIII.
