Overview:CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as "CSPC") intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

3、Qualification Requirements For Bidder
Qualifications or Performance:(1)Requirements for Qualifications of the Bidder
A.If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).
If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.
If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. Only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.

Bid by Agent is not accepted.The bidder shall be the manufacturer of the products (Torch Gas Recovery Calorific Value and Oxygen Analyzer System ), the integrator considers the manufacturer. If the bidder is a wholly-owned or holding subsidiary of the same group as the manufacturer responsible for the sales of the products being tendered (the bidder shall provide a certificate from the manufacturer or its superior company to prove the above matters), the bidder shall be regarded as the manufacturer.
E.others: If the bidder is a wholly-owned subsidiary or holding？subsidiary of the same group as the manufacturer responsible for sales of？the bidding products, the bidder shall provide relevant evidence documents from？the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding product produced by different factories of the manufacturer with the same brand shall be accepted.
The performance of the products submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the products submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performance requirements belong to the same group.
(2)Qualification requirement:
The explosion-proof certificate of the analyzer body is valid within the validity period. The certificate should reflect that the explosion-proof level of the first zone is not lower than IIC T4. The explosion-proof certificate should be issued by one of NEPSI, CQST, PCEC, IECEx, ATEX or other nationally recognized explosion-proof inspection agencies.
(3)Requirement for Bidder"s Past Performance:
From January 1st, 2016 to the deadline for submission of the bid (subject to the signing time of the contract), the tender documents should simultaneously meet the following performance requirements (it is acceptable for both of the following two requirements to be reflected in one contract):
①The bidder shall have at least one contract performance record of integrating an analytical instrument system.
②The heat value analyzer manufacturer bidding must have at least one contract performance using the residual oxygen combustion method as the measurement principle.
The bidder shall submit the Performance Form in the specified format and provide the relevant performance certification documents. The performance certification documents include: Copies of sales contract.
The performance certification documents submitted by the bidder must include at least the following contents: the contract signing date; the contract signature page (China domestic trade contracts shall be stamped by the buyer and the seller, while international trade contracts shall be signed or stamped by the buyer and the seller); name of goods, Principle of calorific value analyzer.
If the contract is an annual framework agreement, in addition to the agreement itself, the corresponding Purchase Order(s) (PO)(under which the goods were delivered) shall also be provided, and the purchase order content or PO numbering shall be associated with the annual framework agreement. Under the same annual framework agreement, one or more purchase orders corresponding to the orders shall be deemed as one valid performance.
Failure to submit the past performance certification documents, or inability to verify that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.
