1. On Behalf of Lingyuan Municipality, the Bureau of Finance of Lingyuan Municipality has received funds from the Agence Française de Développement (the French
Development Agency) towards the cost of Lingyuan City Central Heating Project. Lingyuan Antai Heating Supply Co., Ltd. is designated as Implementing Agency in charge of
implementing the project on behalf of the Bureau of Finance of Lingyuan Municipality. It is intended that part of the proceeds of these funds will be applied to eligible
payments under the contract for Lot 2: Supply of Heating Equipment and Materials.
2. Lingyuan Antai Heating Supply Co., Ltd. on Behalf of the Bureau of Finance of Lingyuan Municipality now invites sealed bids from eligible bidders for Lot 2: Supply of
Heating Equipment and Materials.(“the Goods”).
3.Interested eligible bidders may obtain further information from and inspect the Bidding Documents at the office of CITIC International Tendering Co., Ltd at Office No.
1822, CITIC International Tendering Co., Ltd., Building 59, East Third Ring Middle Road, Chaoyang District, Beijing (Jingcheng Electromechanical Building) and inspect the
Bidding Documents between the hours of 9:30am-11:30am & 13:30pm-16:30pm daily from January 22, 2026 to February 5,2026, or may consult the related issues via email(

4. A complete set of Bidding Documents may be purchased by interested bidders on the submission of a written application to the above and upon payment of a non-refundable
fee of CNY 6000 or EUR 800.
5. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Agence Française de Développement’s Bidding
Documents for Procurement of Goods.
6. Bids must be delivered to the office below on or before 9:30 a.m. (Beijing Time) on March 26, 2026 and must be accompanied by bid security of CNY5,000,000.00 or the
equivalent in euro
7. Bids will be opened in public and in the presence of bidders’ representatives who choose to attend at 9:30 a.m. (Beijing Time), March 26, 2026 at the Meeting Office
1602, Building 59, East Third Ring Middle Road, Chaoyang District, Beijing (Jingcheng Electromechanical Building).
8. Qualification criteria are as follows:
(1)The Sole Bidder/All the partner of JV shall be an independent legal entity registered according to law. Foreign bidder shall provide a copy of Business License issued
by the appropriate authority in their home countries; Domestic bidder shall provide copies of Business License qualified in the annual inspection held by Administration
for Industry and Commerce, PRC.
(2)The Sole Bidder’s registered capital shall be not less than CNY 250,000,000.00 or the equivalent in Euro; For the JV, the leading partner’s registered capital shall
be not less than CNY 250,000,000.00 or the equivalent in Euro.
(3)The Bidder shall provide the Audited Financial Statements including balance sheet, profit and loss statement and cash flow statement for the last 3 years
(2022-2024).
(4)Submission of audited balance sheets or if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last
【3】 years (2022-2024) to demonstrate the current soundness of the Bidder’s financial position based on the following criteria: a)liquidity ratio ≥ 1.1((Current
Assets) / (Current Liabilities) ≥ 1.1); b)indebtedness ratio ≤ 90% ((Total Liabilities) x 100 / (Total Assets) ≤ 90%)].
(5)Minimum average annual supplier turnover of CNY 300,000,000.00 or the or equivalent EURO, calculated as total certified payments received for contracts in progress
and/or completed within the last [3 ] years(2022-2024), divided by 3 years.
(6)In the past ten years (Jan.1 2016 to present), the Bidder has completed one (1) contract financed by loans from international financial organizations or foreign
governments. 1)Copies of Notification of Award, 2) Copies of relevant Contracts and Acceptance Certificates (Original for reference), and 3) Contact information are
required to be attached in the Bid. Note: Subject to the time indicated on the Acceptance Certificate.
(7)The bidder shall have completed at least three (3) equipment and material supply contracts in the fields of public works and thermal energy (or clean energy) within the
past five years (Jan. 1, 2021, to present), with the amount of each single contract being no less than 125 million Chinese yuan or the equivalent in euros. Among these, a
minimum of 2 contracts must be in the fields of thermal energy (or clean energy). 1)Copies of Notification of Award or the Winning Bid Notice from a official website, 2)
Copies of relevant Contracts and Acceptance Certificates (Original for reference), and 3) Contact information are required to be attached in the Bid. Note: The date of a
completed contract is determined by its acceptance certificate, while that of an uncompleted one is determined by its signing date.
(8)1) The bidder"s business license must include "import and export of goods" in its scope of operations. A "Customs Registration Certificate" or "Customs Filing
Acknowledgement for Import/Export Entities" must be provided; 2) The bidder shall hold valid ISO9001, ISO14001, and ISO45001 certifications.
Additional details are provided in the Bidding Documents.
9.The bidders shall register on °Chinabidding Platform(www.chinabidding.com) before the bidding deadline specified in the bidding documents (the bidding registration
table stamped with the official seal of the supplier shall be provided); the foreign bidder who has no seal shall submit the bidding registration table signed by the
person in charge of the company). Otherwise, the bidder will not be allowed to participate in the bidding process, and the consequences arising therefrom shall be borne by
the bidder.
