Potential suppliers:
According to the completion acceptance requirements of the engineering project, Tongcheng County Agriculture and Rural Bureau plans to add three new sub projects to the Hubei Agricultural Product Quality and Safety Demonstration Project (Safe, Sustainable, and Smart Agriculture Project) in Daocheng County (Contract No.:
TC-C2) provides engineering completion acceptance services, and we sincerely invite third-party organizations with corresponding capabilities to organize completion acceptance
The relevant matters regarding the service are hereby announced as follows:
1、 Acceptance service content
1. Acceptance of procurement service objectives
According to the operation manual of the provincial project office and the relevant documents issued by the county project office, collect and organize relevant acceptance materials, prepare contract item acceptance and completion acceptance materials, print and bind them, organize contract item acceptance and sub item acceptance, and cooperate with the purchaser to do a good job in completion acceptance.
2. Scope of acceptance
Include all the contents of sub items one and two according to the contract sub items, and organize acceptance and overall project acceptance for each implementing entity according to the Project Proposal.
3. Acceptance service content and deliverables
(1) Acceptance service content
① Responsible for collecting acceptance data and archiving and organizing all project data, cooperating with the purchaser to take on-site photos during the contract acceptance and completion acceptance process, and recording work papers.
② The specific organization responsible for the acceptance activities. Including the transportation of experts, liaison with vehicle related functional units, coordination with various participating units, and organization and arrangement of acceptance activities.
③ Cooperate with the purchaser to handle other matters related to project acceptance.
④ Undertake necessary expenses during project acceptance activities.
(2) Delivery time and results
From the date of contract signing until the completion and acceptance of this project. Each individual item shall commence work immediately upon receipt of the application and deliver the results within 3 days after completion of organizational acceptance.
2、 Total investment of the project: approximately 108 million yuan
3、 The maximum price limit for the acceptance service fee of this project is 275000 yuan. Any quotation exceeding the maximum price limit will be considered an invalid response.
4、 Contract performance period: from the date of contract signing to the completion and acceptance of the project.

5、 Qualification requirements:
1. The supplier must be an independent legal entity registered within China, with a qualified and valid business license for project management or engineering management services. (Provide a copy of the business license)
2. Not included in the "Credit China" website (www.creditchina. gov.cn) blacklist of dishonest persons subject to enforcement and tax violations; Not included in the record list of serious illegal and dishonest behavior in government procurement on the China Government Procurement Network (www.ccgp. gov.cn). (Supplier provides commitment letter, format to be self drafted)
3. Have the technical ability to complete this project and sufficient human resources. (Supplier provides commitment letter, format to be self drafted)
6、 Time for collecting inquiry materials: Interested parties are requested to collect the inquiry documents at the conference room of Tongcheng County Agriculture and Rural Bureau from 8:30 am to 11:30 am and 2:30 pm to 5:30 pm (Beijing time) daily from December 4, 2025 to December 8, 2025.
7、 The submission time for the inquiry documents is from 9:00 to 9:30 on December 9, 2025. The quotation letter, business license, legal representative certificate (or authorization letter), and the required documents for the qualifications specified in Article 5 above must be submitted in sealed form. Any response submitted beyond the specified time will be considered invalid.
