Potential suppliers:
In view of the need for completion and acceptance of engineering projects, the Agriculture and Rural Bureau of Tongcheng County plans to inspect Hubei agricultural products in Tongcheng County
Quality and Safety Demonstration Project (Safe, Sustainable, and Smart Agriculture Project) adds three new sub projects (Contract)
Number: TC-C1) Carry out engineering settlement audit work. We sincerely invite third-party organizations with corresponding capabilities to participate
The relevant matters regarding this service are announced as follows:
1、 Procurement service content:
1. This project will conduct settlement review on the completion of investment in each sub item of the Hubei Agricultural Product Quality and Safety Demonstration Project (Safe, Sustainable, and Smart Agriculture Project) in Tongcheng County, including the World Bank funded investment and self funded investment.
2. Audit service work content and deliverables
(1) Overall work content of audit services
① Review and audit the completion settlement of the project, examine whether the preparation of the project settlement statement complies with relevant regulations, and whether the settlement amount is accurate. Conduct a detailed review of the calculation of engineering quantities, the application of unit prices, and the calculation of costs, and identify and correct issues such as overestimation, fraud, and duplicate calculations in settlement.
② Check the authenticity and legality of engineering changes, visas, and other documents, and review the costs of the changed parts
Nuclear and adjustment. Reasonably determine the final cost of the project through engineering settlement audit.
③ Review whether the quality control measures during the construction process are effective, and whether the construction unit carries out construction in accordance with the design documents and construction specifications. Check the engineering quality inspection report, acceptance records and other materials to confirm whether the engineering quality meets the contract requirements and relevant standards.
④ Audit the handling of engineering quality accidents, check whether the cause analysis, handling plan, and handling results of the accidents are reasonable and effective.
(2) Deliverables
Engineering Audit Engineering Cost Consulting Report: When it comes to engineering cost auditing, an engineering cost consulting report should be issued to clarify the final cost and audit basis of the project.
2、 Total project cost: approximately 108 million yuan
3、 Maximum purchase price limit:
The service fees refer to the "Notice of the Provincial Price Bureau and the Provincial Department of Housing and Urban Rural Development on Issuing the Charging Standards for Engineering Cost Consulting Services" (E Jia Gong Fu Gui [2012] No. 149) and the "Notice of the Provincial Price Bureau and the Provincial Department of Finance on Issuing the Accounting Standards for Hubei Province"

According to the Implementation Measures for the Management of Service Fees of Teacher"s Law Offices (E Jia Gui [20107265]) and the investment and construction (engineering services) documents of Tongcheng County People"s Government, the maximum limit of service fees for this project has been approved by the Provincial World Bank and is 259200 yuan. Any price quoted beyond the maximum limit will be considered an invalid response.
4、 Contract performance period
1. Submission deadline for project results summary: before December 25, 2025. Submit audit results within one month in a timely manner according to the progress of each item.
2. If the construction progress of the project by the owner affects the audit progress of the project, both parties may negotiate the delivery time of the project results with the approval of the World Bank.
3. The winning bidder shall cooperate with the owner to accept the audit and inspection work of various levels of departments on this project.
5、 Supplier Qualification Requirements:
1. The supplier should be an independent legal entity, other organization, or natural person that has obtained a business license; (Provide copies of relevant documents)
2. The supplier must have the ability to conduct engineering settlement audits, possess the technical capability to complete the project, and have sufficient human resources. (Supplier provides commitment letter, format to be self drafted)
3. Personnel qualification requirements
① The proposed project leader must possess professional certificates such as registered cost engineer.
② The project leader must have at least 3 years of industry experience, and other auditors must have at least 2 years of industry experience (calculated from the initial registration date of the registration certificate).
Note: The above personnel qualification requirements require the provision of personnel resumes, relevant certificates, ID cards, social security certificates (social security certificates for any month within the past 6 months, and retirement certificates for retired personnel), and verified participation in similar projects

4. The supplier must provide a commitment letter stating that they have not engaged in any illegal, irregular, disciplinary, or breach of contract activities in the past three years (the supplier shall provide their own commitment letter in a self drafted format).
5. Performance requirements: The supplier must provide at least one project with a total investment and engineering cost consulting audit amount of no less than 30 million yuan in the past three years. Provide valid supporting materials, including at least the main pages of the winning bid notification, audit contract, or cost consulting report.
6. This project does not accept consortium bidding;
6、 Time for collecting inquiry materials: Interested parties are requested to do so from 8:30 am to 11:30 am and 2:30 pm to 5:30 pm (Beijing time) daily from December 3, 2025 to December 8, 2025,

Collect the inquiry documents at the conference room building of Tongcheng County Agriculture and Rural Bureau.
7、 Submission time for inquiry documents: From 8:30 am to 9:00 pm on December 9, 2025, submit the quotation letter, business license, legal representative certificate (or authorization letter), and the required documents for the fifth qualification condition mentioned above, all of which must be sealed and submitted. Any response submitted beyond the specified time will be considered invalid.
