3、Qualification Requirements For Bidder
Qualifications or Performance:(1) All Bidders are requested to fill in according to the requirements of Format IV-9 in Section IV and provide relevant information;
(2) The bidder whose product origin is outside the customs must be the manufacturer; Or the agent directly authorized by the manufacturer. The agent shall meet the following conditions for bidding:
① The authorization letter must be directly authorized by the manufacturer and secondary authorization is not allowed. The authorization letter should include the relevant content of "the manufacturer is responsible for the quality of the product and after-sales service", as well as the manufacturer"s contact person and contact information, and ensure that the manufacturer"s contact person can coordinate and handle important matters during the project execution process (for this requirement, the manufacturer may also provide a written commitment/explanation outside the authorization letter). Otherwise, proxy bidding will not be accepted;
② the Agent shall get registered in accordance with the local law for at least three years from the bid opening date and copies of valid registration documents such as business license shall be provided;
③ The bidder shall have sales performance for similar products in two different years within three years from the bid opening date. Copies of the contract / purchase order evidencing its sales performance or Certifications from Enduser should be provided and signed or sealed by the Bidder;
(3)The bidder whose product origin is within the territory of the Customs must be the manufacturer (agent bidding is not accepted)
(4)Bidders are not included in CNPC Suppliers, contractors, service providers blacklist (Suppliers, contractors, service providers blacklist show at www.cnpcbidding.com)
(5)The Bidder shall provide the original or copy of the credit certificate issued by the bidder"s Bank of deposit within three months before the bid opening date (The signature or sealing by the respective of bidders is needed);
(The bid shall be rejected if the bidder puts forward invalid complaint one or more times in the bidding activities organized by China Petroleum Materials Co., Ltd. within one year before the bid opening date (including complaint rejected, overruled or judged to maintain the original bid evaluation results by the mechanical and electrical office).)
