Qualifications or Performance:Qualification Requirement:1. Bidders shall not have any of the following circumstances: 1) Being the same person in charge as other bidders for this tender project; 2) Having a controlling or management relationship with other bidders for this tender project; 3) Being listed as a "Discredited List" on the "Credit China" website (www.creditchina.gov.cn) or any credit information sharing platform at the highest court of the People"s Republic of China; 4) Being listed as a "serious illegal and untrustworthy enterprise" in the national enterprise credit information public display system by the national market supervision authority; 5) Refusing to sign the "Integrity Contract" in the format of Chapter III III-1-3 of the tender documents; 6) Not having completed registration and information verification on the Electronic Trading Platform for Mechanical and Electrical Products (http://www.chinabidding.com). 2. Bidders are required to provide proof of the consultancy firm"s presence in the list of surveyors officially recognized by the Hong Kong Special Administrative Region Government"s Construction Department. Contract Reference Requirement:The bidder must have undertaken (or be currently providing services or have completed, based on the contract signing date) at least one industrial factory new construction or renovation material measurement service project from January 1, 2021 to the date of the bid opening. The required supporting documents to be submitted: 1) A copy of the contract (if the contract content cannot reflect the performance requirements, a technical agreement can be attached for supplementary explanation); 2) The bidder must be the direct supplier of the contract; 3) The contract should have the signatures or seals of all parties, except for special forms of contracts such as electronic contracts and orders.
