3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 The bidder must be a legally registered legal person or unincorporated organization within the People"s Republic of China, and shall provide a valid copy of the business license affixed with the bidder"s official seal.
3.2.1 The bidder shall be the manufacturer of the 15m Aerial Work Vehicle (Fuel-powered), 15m Aerial Work Vehicle (Electric), Aerial Work Vehicle (Fuel-powered), and Friction Coefficient Testing Equipment (New Energy) to be bid for, or its authorized agent (the 15m Aerial Work Vehicle (Fuel-powered), 15m Aerial Work Vehicle (Electric), Aerial Work Vehicle (Fuel-powered), and Friction Coefficient Testing Equipment (New Energy) may be of the same brand or different brands). If the bidder is an agent of the 15m Aerial Work Vehicle (Fuel-powered), 15m Aerial Work Vehicle (Electric), Aerial Work Vehicle (Fuel-powered), and Friction Coefficient Testing Equipment (New Energy), it shall provide the original special product agency authorization certificate (stating the project name, authorized product name and model, and the wording "exclusive authorization" in the certificate) and the original manufacturer"s after-sales service commitment letter issued by the manufacturer of the above equipment for this project. If the above equipment to be supplied is an imported product, the bidder shall simultaneously provide the original special product agency authorization certificate (stating the project name, authorized product name and model, and the wording "exclusive authorization" in the certificate) and the original after-sales service commitment letter issued by the general agent of the imported product manufacturer within the People"s Republic of China (excluding Hong Kong, Macao and Taiwan regions), which may be deemed as the special product agency authorization certificate and manufacturer"s after-sales service commitment letter issued by the imported product manufacturer. The bidder shall also provide a copy of the general agent authorization certificate of the imported product manufacturer affixed with the general agent"s official seal and the bidder"s official seal.
Note: ① For the 15m Aerial Work Vehicle (Fuel-powered), 15m Aerial Work Vehicle (Electric), Aerial Work Vehicle (Fuel-powered), and Friction Coefficient Testing Equipment (New Energy) of the same brand and model, only one bidder is allowed to participate in the bidding. If the manufacturer of the same brand and model authorizes two or more agents to participate in the bidding, all such bids shall be rejected. If the manufacturer and its authorized agent participate in the bidding simultaneously, all such bids shall be rejected. ② The models of the 15m Aerial Work Vehicle (Fuel-powered), 15m Aerial Work Vehicle (Electric), Aerial Work Vehicle (Fuel-powered), and Friction Coefficient Testing Equipment (New Energy) to be bid for shall comply with the equipment model requirements specified in Chapter 8 "List of Goods Requirements and Technical Specifications - Technical Performance Indicators" of the tender documents.
3.2.2 The Friction Coefficient Testing Equipment (New Energy) bid by the bidder must be a device in the special equipment announcement catalog of the "Civil Airport Special Equipment Information Management System" (website: https://adeqpt.caac.gov.cn, hereinafter referred to as the "Management System") with a normal status. The bidder shall provide a website screenshot of the special equipment announcement catalog in the Management System on any day from the date of issuance of the tender announcement for this project to the bid submission deadline (the screenshot shall include the "manufacturer name", product name, and the computer system date at the time of screenshot; bids shall be rejected if the screenshot does not meet the requirements or the screenshot information is unclear), affixed with the bidder"s official seal.
3.3 Performance Requirement: From January 1, 2020 to the bid submission deadline (subject to the signing date of the performance contract), the bidder shall have at least one special vehicle supply performance contract with a single contract amount of not less than RMB 10 million yuan with a civil transport airport or airline within the People"s Republic of China (excluding Hong Kong, Macao and Taiwan regions).
Remarks: The bidder shall provide a copy of the contract proving the supply performance affixed with the bidder"s official seal. The contract shall clearly reflect the contracting parties, contract amount, equipment name, equipment brand (or manufacturer), model, quantity, place of use and other elements. If the supply performance contract cannot reflect the above information, the bidder shall provide certification materials affixed with the user unit"s seal. If the above materials are incomplete, the performance shall not be recognized.
3.4 Credit Requirement: The bidder shall not be listed as a severely untrustworthy entity or a person subject to enforcement for untrustworthiness on "Credit China" (website: https://www.creditchina.gov.cn) or the "China Execution Information Disclosure Network" (website: http://zxgk.court.gov.cn), otherwise the bid shall be invalid. The bidder shall provide a screenshot of the official website query result in the bid document, affixed with the bidder"s official seal.
3.5 Other Requirements: Two or more legal persons with the same legal representative, or a parent company and its wholly-owned subsidiaries and holding companies, shall not participate in the bidding for this tender project simultaneously.
