3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 Submit all documents required by Section 13.3 of the first volume of the bidding documents to prove that the bidder will be able to perform the contract after winning the bid;
3.2 Comply with relevant technical standards of the People"s Republic of China;
3.3 Specific Qualifications for Bidders:
3.3.1 The bidder must be the direct builder of the bidding vessel, and provide a valid copy of the business license stamped with the official seal in the bidding documents.
3.3.2 The bidder has the qualification and capability to manufacture fully revolving tugboats. The bidder has completed the construction of 3680kW and above fully revolving tugboats since January 1, 2022 (based on the date of contract signing provided). The bidding documents must provide key pages of the contract (including the first page of the contract, the signature and seal page, and the content reflecting that the vessel is a fully revolving tugboat and its specifications) and a copy of the delivery certificate (or full invoice) stamped with the official seal.
3.3.3 The bidder shall provide a commitment letter stating that there have been no major or higher safety liability accidents in the past 3 years (from January 1, 2022 to December 31, 2024).
3.4 According to the Notice on the Joint Punishment of Dishonest Persons Subject to Enforcement in Tendering and Bidding Activities issued by the Supreme People"s Court and nine other departments, bidders shall not be dishonest persons subject to enforcement. The tenderer (bidding agency) will conduct a query on the bidder"s dishonest information (specifically based on the query on the "Credit China" website www.creditchina. gov.cn on the day of bid opening). If the bidder is a dishonest debtor, the evaluation committee will reject their bid. If on the day of bid opening, due to force majeure events, it is impossible to query and cannot be restored temporarily, the winning candidate can be queried afterwards during the bidding announcement period. If the winning candidate is a dishonest person who has been executed, the tenderer will cancel their qualification to win the bid in accordance with the law.
3.5 If the person in charge of a unit is the same or if there is a controlling or management relationship between different units, they shall not participate in the bidding of the same bidding project, and equity proof documents shall be provided in the bidding documents.
