3、Qualification Requirements For Bidder
Qualifications or Performance:1) The bidder must be a legal person or other organization legally registered within the territory of the People"s Republic of China, or a legal person or other organization from a country or region that has normal trade relations with the People"s Republic of China; domestic bidders are required to provide a copy of their valid business license and publicity information from the National Enterprise Credit Information Publicity System; overseas bidders are required to provide valid registration and certification documents;
2) Bidders can be equipment manufacturers or their agents. When bidding as an agent, the bidder must provide a special product agency authorization letter issued by the manufacturer of the goods to be supplied or its domestic general agent for this project; for goods of the same brand and model, the manufacturer can only entrust one agent to participate in the bidding; the manufacturer and its agent shall not participate in the bidding for this project at the same time;
3) From January 1, 2020, to the bid submission deadline, bidders intending to offer main foam vehicles (4X4 or 6X6) of the same brand and model must demonstrate sales performance in domestic civil airports. Sales contracts between manufacturers and agents are not considered valid sales performance. (1. The calculation time for performance is based on the contract signing date. If the performance contract is directly signed by the manufacturer, the bidder must provide a scanned copy of the performance contract and the letter of acceptance in the bid document; if the performance contract is signed by an agent, the bidder must provide a scanned copy of the performance contract, the letter of acceptance, and the manufacturer"s authorization letter for the performance project, along with other relevant supporting documents. The provided materials should be mutually corroborative and reflect the signing date, supply content, equipment, etc. (2. Bidders must clearly indicate the brand and model of the equipment to be supplied in the performance supporting documents. All supporting documents must be stamped with the bidder"s official seal.). );
4) Reputation requirements: The bidder must not have been included in the list of severely dishonest entities or major tax delinquent entities on the "Credit China" website (www.creditchina.gov.cn) in the past three years (calculated from the date of bid opening); nor must it have been listed as a dishonest party subject to enforcement on the "China Execution Information Disclosure Network" (http://zxgk.court.gov.cn/) (a screenshot of proof issued after the date of the bidding announcement, showing the date and stamped with the official seal of the bidder"s unit, is required);
5) Different units with the same person in charge or with a controlling or management relationship shall not participate in bidding for the same bid section or the same bidding project without bid sections. Violations of these regulations will result in the invalidation of all related bids;
6) This bidding does not accept joint venture bids, and subcontracting is not allowed.
