3、Qualification Requirements For Bidder
Qualifications or Performance:1) The bidder shall be an independent legal entity or other organization that complies with the provisions of the "Bidding and Tendering Law of the People"s Republic of China" (domestic bidders shall provide a business license or legal person certificate, while foreign bidders shall provide local registration documents);
2) Original or photocopy of the bank credit certificate issued by the bidder"s account-opening bank within three months prior to the bid opening date;
3) The bidder must commit that its equipment and software exports fully comply with relevant international and Chinese laws and regulations, and assist in handling all necessary import and export licensing procedures;
4) For domestic products, this project only accepts bids from product manufacturers. For imported products, bids are accepted from both manufacturers and authorized agents. If the bidder is an agent of the product, they must obtain and provide a sole authorization letter from the manufacturer of the bid goods for this project. The original manufacturer and the agent cannot participate in the bidding simultaneously.
5) The bidding goods can be either new equipment or factory-refurbished equipment;
6) If the bidder wins the bid, a written contract shall be concluded in accordance with the bidding documents and the winning bidder"s bid documents, without adding any other unreasonable clauses or imposing additional requirements on the tendering party.
7) The bidder and the manufacturer of the bid goods have no major illegal records in their business activities within the past year, no instances of obtaining bids through unfair competition, no major economic or criminal cases, and no contract termination or loss in litigation as a defendant due to their own breaches, violations of law, or breaches of business ethics; domestic bidders must provide audited financial statements from the past three years by an intermediary agency (a qualified accounting firm);
8) Other requirements:
8.1) The bidder"s offered lithography machine must be equipped with 8-inch hardware and software components as well as systems, and possess experience in successful modification and mass production. Any falsification will result in immediate disqualification from cooperation and compensation for the tendering party"s losses.
8.2) The host system of the photolithography machine bid by the bidder must not have its first application date earlier than 2008. Any falsification will result in immediate disqualification from the opportunity.
8.3) The bidder"s product equipment must have achieved a sales performance of ≥2 units in the past three years (from January 1, 2023 to the present), and must provide supporting documents such as machine acceptance certificates, user purchase proofs, key contract pages, or order copies.
8.4) The bidder must provide a dedicated after-sales service team for this project, with core engineers (at least 5) from the installation, commissioning, and after-sales service team possessing at least 10 years of practical experience in installing, commissioning, and maintaining the same model of equipment from the original manufacturer, and must provide social insurance proof of employment with the supplier within the past year.
8.5) The bidder must provide a brand-new original test photomask.
8.6) The bidder shall provide PPMI testing tools and techniques for equipment data verification.
