1、Bidding Conditions
Overview:The Kaiping 11-4 Oilfield is located in the west-eastern part of the South China Sea, approximately 295 kilometers southwest of Hong Kong. The Kaiping 11-4 Oilfield consists of Block 11-4 (with a water depth of 340-360 meters) and Block 18-1 (with a water depth of 460-530 meters). The development project of Block 18-1 of Kaiping 11-4 Oilfield adopts the mode of "subsea production system reconnection to cylindrical FPSO" for development. It is divided into two sets of subsea production systems, 1d (1d/1dSa) and 2d(2d, 5), which are respectively connected back to the newly-built cylindrical FPSO. The 18-1 block of Kaiping 11-4 Oilfield is planned to be put into production in 2029. The stern offloading system procured in this procurement package will be used on the new cylindrical floating production storage and offloading unit FPSO.

3、Qualification Requirements For Bidder
Qualifications or Performance:Requirements for Qualifications and the Past Performance of the Bidder:

(1)★Requirements for Qualifications of the Bidder
A.★If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).
★If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.
★If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
★The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. Only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.
B.★The bidder must simultaneously hold valid certificates for GB/T19001 (ISO9001) quality management system certification,. Certificates issued by the Chinese domestic certification bodies shall be verifiable on the website of the Certification and Accreditation Administration of the People"s Republic of China (http://www.cnca.gov.cn/).
If there are updated system standards issued by the Chinese relevant national authorities, the latest system standards shall prevail. When submitting the bid, the bidder shall provide scanned copies of the original certificates (with the originals kept available for verification).


C.★For Goods to be supplied from within the customs territory of the People"s Republic of China, bids from agents will not be accepted; For Goods to be supplied from outside the customs territory of the People"s Republic of China, bids from agents can be accepted.
★If the bidder is an agent, shall obtain the sole legal authorization of the manufacturers of the stern offloading system in the bid, and shall provide the following documents(original letter stamped with the official seal of the manufacturer ) :
Letter of Authority from Manufacturer within the validity period.
★If a bidder participates in the bidding with goods manufactured by itself, the bidder shall not authorize other bidders to offer the same goods in the bidding at the same time; otherwise, all related bids will be rejected. If a bidder re-authorizes other bidders the authorized goods to participate in the bidding at the same time, all related bids will be rejected.
D. ★Is any bid by a consortium or a joint venture accepted? No.
E. ★Can a bidder participate in the bidding without purchasing the Solicitation Document? No.
(2)★Requirement for Bidder"s Past Performance:
A. The products submitted by the bidder must be mature products. From July 1, 2015, to the bid submission deadline (based on the contract signing date), the bidder must have a proven track record of supplying tail discharge system under one contract, meeting the technical requirements of a single device with an external output capacity ≥4,000 m3/h and configured with storage and external transfer hoses (internal diameter ≥16", length ≥200 meters);
Bidders must submit the performance record in the specified format along with relevant supporting documents. The supporting documents include: 1) Sales contracts and 2) Delivery acceptance materials signed or stamped by the user (delivery acceptance forms, commissioning acceptance reports, or other valid proof documents demonstrating that the goods under the contract have been delivered and accepted). The submitted performance supporting documents must at least include the following details: contract signing date, contract signing page (domestic trade contracts must bear the stamps of both parties, while international trade contracts must have signatures or stamps of both parties), goods name, external delivery capacity ≥4,000 m3/h, configuration of storage and external delivery hoses (inner diameter ≥16", length ≥200 meters), and delivery acceptance materials signed or stamped by the user;
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding delivered orders should also be submitted. The content or number of the orders must be linked to the annual agreement. Providing one or more orders and their corresponding delivery acceptance materials under the same annual agreement counts as one valid performance;
Failure to submit performance documentation or inability to verify compliance with the aforementioned performance requirements through the provided documents shall be deemed as invalid performance.
B. If the bidder"s tail discharge system (single unit discharge capacity ≥4,000 m3/h, equipped with hoses ≥16" in diameter and ≥200 meters in length) has passed the "First Application Management Certification for Major Engineering Technologies and Products" organized by China National Offshore Oil Corporation or its authorized entity, the aforementioned performance records and supporting documents are not required. However, the bidder must provide the "First Application Management Certification Approval Notice" issued by the certification application unit (i.e., the project"s affiliated unit"s engineering project team).
