Qualifications or Performance:3.1 The bidder is a legal person or other organization from the People"s Republic of China or a country or region that has normal trade relations with the People"s Republic of China; 3.2 All aircraft ground air conditioning equipment proposed to be supplied by the bidder must be included in the airport equipment notices published by the Civil Aviation Administration of China, which have passed inspection (subject to the information specified in the Civil Airport Special Equipment Information Management System Notice); 3.3 For equipment of the same brand and model from the same manufacturer proposed to be supplied for aircraft ground air conditioning units, only one agent can be entrusted to participate in the bidding (if the equipment manufacturer participates in the bidding, it shall not authorize any other agent; if the bidder is an agent, it must provide a special product agency authorization letter issued by the manufacturer for the equipment in this project; if there are two or more agents bidding for equipment of the same brand and model, the bidder who receives the registration information earliest shall prevail); 3.4 Reputation Requirements: 3.4.1 Domestic Bidders: Entities listed as dishonesty and defaulted debtors by the Supreme People"s Court are not accepted for bidding in this tender, and the information obtained from the "Credit China" website (www.creditchina.gov.cn) or the "China Execution Information Publicity Network" website (http://zxgk.court.gov.cn) shall prevail; 3.4.2 Overseas Bidders must have good business reputation and no significant illegal records (self-committed by the bidder); 3.5 Different units whose heads are the same person or have a controlling or management relationship shall not participate in this tender project simultaneously.
