1、Bidding Conditions
Overview:The Kaiping 11-4 Oilfield is located in the west-eastern part of the South China Sea, approximately 295 kilometers southwest of Hong Kong. The Kaiping 11-4 Oilfield consists of Block 11-4 (with a water depth of 340-360 meters) and Block 18-1 (with a water depth of 460-530 meters). The development project of Block 18-1 of Kaiping 11-4 Oilfield adopts the mode of "subsea？production system reconnection to cylindrical FPSO" for development. It is divided into two sets of subsea？production systems, 1d (1d/1dSa) and 2d(2d, 5), which are respectively connected back to the newly-built cylindrical FPSO. The 18-1 block of Kaiping 11-4 Oilfield is planned to be put into production in 2029. Fuel Oil Flashed Skid procured in this procurement package will be used on the new cylindrical floating production storage and offloading unit FPSO.

3、Qualification Requirements For Bidder
Qualifications or Performance:From January 1, 2015, up to the deadline for this bidding (subject to the contract signing date), the manufacturer or skid-maker supplier of the products submitted by the bidder shall have at least one contract for the supply of fuel oil flash skids (the manufacturer or skid-maker supplier of the supply performance must be the manufacturer or skid-maker supplier of the products submitted in this bidding), and the products in the contract shall be applied to the fuel oil system of crude oil engines, with the technical solution being a vacuum pump solution, and the processing medium being crude oil.
The Bidder shall furnish reference List in given form(refer to the attachment:Reference List), and provide corresponding documentary evidence. The documentary evidence shall include but not limited to:
1) Performance certificates include but are not limited to: Scan copies of sales contracts, the technical attachments shall at least show:
a) The difference of crude oil flash point before and after flash shall not be less than 60℃;
b) The pre-vacuum pump is a dry screw vacuum pump .
2)Delivery acceptance materials signed or stamped by the user (delivery acceptance form, commissioning acceptance report or other valid proof materials that can prove the contract has been delivered and accepted). The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, contract signing page (domestic trade contracts should have both parties" seals, international trade contracts should have both parties" signatures or seals), manufacturer name, goods name, quantity, Fuel form, and delivery acceptance materials signed or stamped by the user.

If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding arrival acceptance materials under the same annual agreement is considered as one valid performance.

Failure to submit performance supporting documents, or the performance supporting documents provided cannot reflect the contract signing time, manufacturer"s name, goods name and the above requirements, are considered invalid performance.
