Qualifications or Performance:1. Bidders shall be independent legal entities or other organizations as stipulated in the "Tendering and Bidding Law of the People"s Republic of China"; 2. Bidders shall be manufacturers or their legitimate agents of the bidding products. Agents must provide formal authorization from the manufacturer for this project; 3.
