3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 For overseas enterprises, submit relevant certificates registered at the primary manufacturing address under the laws of that country (region); for domestic enterprises, provide a copy of the business license of the legal representative.
3.2 If the bidder is an agent, they shall obtain (1) the original formal authorization letter from the goods manufacturer or the goods manufacturer"s legally authorized institution in China, agreeing to provide the goods in this bid; or (2) the original formal authorization letter from the China general agent, agreeing to provide the goods in this bid, along with a copy of the authorization letter from the goods manufacturer to the China general agent; or (3) the original formal authorization letter from the regional agent of the project location, agreeing to provide the goods in this bid, along with a copy of the authorization letter from the goods manufacturer to the regional agent of the project location, or a copy of the authorization letter from the goods manufacturer to the China general agent and a copy of the authorization letter from the China general agent to the regional agent of the project location, ensuring the integrity of the authorization chain. If the bidder is the manufacturer participating in the bid, they cannot authorize the agent to participate in the bid.
3.3 A credit certificate issued by the bidder"s account-opening bank within three months prior to the bid opening date.
3.4 The bidder shall provide a confidentiality commitment letter.
3.5 Bidders shall be disqualified from participation in the tender if they meet any of the following conditions: 1) Legal entities or organizations with vested interests that may compromise the fairness of the tender shall not participate; 2) Entities engaged in pre-project consultations or tender document preparation for a project shall not bid on the entrusted project, nor shall they prepare tender documents or provide consultancy services for the project"s bidder; 3) Suppliers with the same legal representative or controlling/management relationships shall not bid jointly on the same tender (package), except when forming a consortium; 4) No legal entity or organization that has not obtained the tender documents shall participate.
3.6 Consortium bidding is not accepted for this project.
