3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 Bidders must be independent legal persons established and validly existing in accordance with the law in the People"s Republic of China or in countries or regions that have normal trade relations with the People"s Republic of China, and must be manufacturers of the bidding products (domestic bidders must provide a copy of their business license; foreign bidders must provide a copy of their registration certificate).

3.2 Bidders must hold valid ISO9001 series or other internationally recognized quality management system certification certificates (a copy of the certificate must be provided).

3.3 From January 1, 2020 to the bid submission deadline of this project (based on the contract signing date), the supply performance of the light vehicle emission analysis system being bid for within the territory of China (excluding Hong Kong, Macao and Taiwan regions) must be no less than 5 sets. And at least two sets of the contract buyers or end users must be the road motor vehicle inspection and testing filing institutions of the Equipment Industry Development Center of the Ministry of Industry and Information Technology of the People"s Republic of China - the automobile whole vehicle part (Query website:) https://service.miit-eidc.org.cn/jcjg/institution.html). Copies of key pages of the contract or final acceptance certificates must be provided. Parts involving business secrets can be omitted, but they must fully reflect the contract signing time, supply content and quantity, names of all parties to the contract (end user name), and other contents that meet the requirements of this clause. If the product name in the contract is inconsistent with the requirements of this clause, supplementary supporting materials such as technical agreements may be provided. The bid evaluation committee reserves the right to review the original supporting documents.

3.4 Bidders must have after-sales service and maintenance capabilities within the territory of China (excluding Hong Kong, Macao and Taiwan regions), and must provide the address, contact information, introduction of the after-sales service team and after-sales service plan of the after-sales service institution.

3.5 Bidders must provide a "Declaration of Integrity" (format to be drafted by themselves), committing to abiding by the relevant laws and regulations of the People"s Republic of China and not having any of the following circumstances:

(1) There are pending lawsuits and records of poor performance related to the goods or business being tendered;

(2) Has been subject to administrative penalties of suspension of bidding qualifications by relevant administrative departments of the state or Chongqing Municipality (including the municipality or any district or county), and is still within the penalty period.

(3) Has committed serious breach of contract during the execution of procurement projects within the system of China Automotive Engineering Research Institute Co., Ltd. or has been included in the supplier management blacklist of China Automotive Engineering Research Institute Co., LTD.

3.6 bidder shall prior to the bid shall be connected to the Internet (https://www.ebnew.com) or the tendering and bidding of mechanical and electronic products electronic trading platform (https://www.chinabidding.com) to complete registration and information check.

3.7 Bidders shall not accumulate more than two invalid complaints within six months prior to the bid submission deadline and no more than three invalid complaints within one year (which have been publicly announced on China International Bidding Network).
