Overview:Zhongyi International Bidding Co., Ltd. (the tendering agency, hereinafter referred to as the tendering agency) was entrusted by Zhongyan Anhui Red Sifang Co., Ltd. (the tenderer) to conduct international open competitive bidding for the following products and services, and issued a tender announcement on December 3, 2025. This tender adopts open tender, and now qualified bidders are invited to participate in the tender.

Description of The Prepared Bidding Conditions:Design, manufacture, transportation, installation and debugging of a coal slurry feeding pump (including pump, driving motor, related auxiliary equipment, pipeline system within the scope of supply, electrical and instrument control system) for the energy-saving and carbon-reducing reconstruction project of synthetic ammonia system of SINOPEC Anhui Hongsifang Co., Ltd. Other ancillary equipment and parts that the bidder thinks need to be provided, the bidder has the obligation to explain them for the tenderer to choose. Relevant drawings and materials, technical services during installation, etc. Starting spare parts are included in the total price. Spare parts within 5 years after the official operation must be quoted and not included in the total price.

3、Qualification Requirements For Bidder
Qualifications or Performance:(1) If the goods provided by the bidder according to the contract are not manufactured by the bidder himself, the bidder shall obtain: a. The original official power of attorney (see format IV-9-4 in Volume I of the Bidding Document) from the goods manufacturer or the legal authority of the goods manufacturer in China, or; B. The general agent in China District agrees to the original official power of attorney for the goods offered in this bid (see format IV-9-4 in Volume I of the Bidding Document), and at the same time, a copy of the power of attorney of the goods manufacturer to the general agent in China District must be provided, or; C. The agent in the region where the project is located agrees to provide the original official power of attorney for the goods in this bid (see format IV-9-4 in Volume I of the Bidding Document), and at the same time, it must also provide a copy of the power of attorney of the goods manufacturer to the agent in the region where the project is located, or a copy of the power of attorney of the goods manufacturer to the general agent in China and a copy of the power of attorney of the general agent in China to the agent in the region where the project is located.
(2) Performance requirements: The bidder has the supply performance of three coal slurry feed pumps since January 1, 2021 (Note: the outlet pressure of the coal slurry feed pump is ≥9.0MPa and the flow rate is ≥ 100m3/h; The bidder must provide a copy of the performance contract (or technical agreement) that meets the requirements and can reflect the outlet pressure and flow parameters of the coal slurry feed pump as performance materials, otherwise it will be regarded as invalid performance)
(3) A legal person or other organization that has an interest relationship with the tenderer and may affect the fairness of bidding shall not participate in the bidding.
(4) A legal person or other organization entrusted to participate in the pre-project consultation and the preparation of bidding documents shall not participate in the bidding of the entrusted project, nor shall it prepare bidding documents or provide consultation for the bidders of the project.
(5) The person in charge of the unit is the same person or different units with holding and management relations may not participate in the bidding of the same bidding project package.
(6) Before bidding, the bidder shall complete the registration and information verification on the Internet (https://www.ebnew.com) or the electronic trading platform for bidding and tendering of mechanical and electrical products (https://www.chinabidding.com). Bidders will not be able to enter the bidding process, and the consequences arising therefrom will be borne by themselves.
