3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 Bidders must be independent legal persons established and validly existing in accordance with the law in the People"s Republic of China or in countries or regions that have normal trade relations with the People"s Republic of China (domestic bidders must provide a copy of their business license; foreign bidders must provide a copy of their registration certificate).

3.2 If the bidder is not the manufacturer of the bidding products, it must provide the original or a copy of the authorization letter issued by the manufacturer of the key equipment (sealed chamber and hydrocarbon analyzer) for this project.

From January 1, 2023 to the bid submission deadline of this project (based on the contract signing date), there must be no less than one supply performance record of vehicle-level evaporation emission rooms (with a contract amount of no less than RMB 3 million). And the buyer of the contract or the end user must be the road motor vehicle inspection and testing filing institution of the Equipment Industry Development Center of the Ministry of Industry and Information Technology of the People"s Republic of China - the complete vehicle part of automobiles or the complete vehicle part of motorcycles (Query website:) https://service.miit-eidc.org.cn/jcjg/institution.html). Copies of key pages of the contract must be provided. The parts involving business secrets can be omitted, but they must fully reflect the contract signing time, supply content, contract amount, names of all parties to the contract and the name of the end user, etc., which meet the requirements of this clause. If the product name in the contract is inconsistent with the requirements of this clause, supplementary supporting materials such as technical agreements may be provided. The bid evaluation committee reserves the right to review the original supporting documents.

3.4 The bidder must have an after-sales service institution within the territory of China and possess the technical support and maintenance capabilities for the products (the address of the after-sales service institution and the after-sales service plan must be provided).

3.5 Bidders must provide a "Declaration of Integrity" (format to be drafted by themselves), committing to abiding by the relevant laws and regulations of the People"s Republic of China and not having any of the following circumstances:

(1) There are pending lawsuits and records of poor performance related to the goods or business being tendered;

(2) Has been subject to administrative penalties of suspension of bidding qualifications by relevant administrative departments of the state or Chongqing Municipality (including the municipality or any district or county), and is still within the penalty period.

(3) Has committed serious breach of contract during the execution of procurement projects within the system of China Automotive Engineering Research Institute Co., Ltd. or has been included in the supplier management blacklist of China Automotive Engineering Research Institute Co., LTD.
