3、Qualification Requirements For Bidder
Qualifications or Performance:Bidder should have qualifications or performance: Any legal person or other organization from the People"s Republic of China or countries or regions with normal trade with the People"s Republic of China that meets the following conditions, In addition to meeting the requirements of qualified bidders in paragraph 2.2 of the 2014 edition of the International Competitive Bidding Documents for Procurement of Mechanical and Electrical Products prepared by the Department of Mechanical and Electrical and Science and Technology Industry of the Ministry of Commerce of the People"s Republic of China, the following conditions shall be met:
3.1 Manufacturers can participate in the bidding independently, and manufacturers in the territory of the Customs must have a valid business license; Overseas manufacturers must be legally registered in the country where they are located.
3.2 The national general agent or regional agent of the bid product or the agent listed in the medical device registration certificate or registration form (hereinafter referred to as the agent) may also participate in the bid. The national general agent or regional agent shall have the agent certificate, and within the validity period.
3.3 Dealers (or agents) authorized by the manufacturer or the national general agent or regional agent or agent may also participate in the bidding.
3.4 The domestic distributor (or agent) and the national general agent or regional agent or agent authorized to it shall have a valid business license and medical device business qualification certificate (the business scope of the business qualification certificate shall cover the category of the invested product, the invested product belongs to three categories, the medical device business license shall prevail, and the invested product belongs to the second category. The medical device management record certificate shall prevail); Overseas distributors (or agents) need to be legally registered in the local and authorized by the manufacturer.
3.5 The bid products must obtain the medical device registration certificate (applicable to Class II and Class III).
3.6 If the bidder is a domestic enterprise, the following conditions must be met: The bidder must be the one who is not included in the "Trust-breaking persons subject to enforcement" and "Blacklist of Tax Violations" of Credit China website (www.creditchina.gov.cn) or the "Record List of Serious violations of Government procurement and dishonesty" of China Government Procurement website (www.ccgp.gov.cn). If the consortium bids, all parties to the consortium must provide).
3.7 Meet the provisions of Article 22 of the Government Procurement Law of the People"s Republic of China (providing the official seal of the commitment letter and the consortium bidding, all parties to the consortium must provide).
3.8 Consortium bidding is accepted for this project. Form of consortium bidding: (1) Each party to the consortium has the status of independent legal person, shall sign the consortium agreement, specify the rights and obligations of the consortium leader and each party, and the consortium leader is responsible for the project registration, submission of response documents and other related matters.
