3、Qualification Requirements For Bidder
Qualifications or Performance:1.Entities legally registered either within or outside the People"s Republic of China, with a valid business license or relevant certification, shall provide copies of relevant documents. (Copies must be affixed with the official seal of the entity.)
2.Different entities where the legal representatives are the same person, or which have a controlling or management relationship, shall not participate in the bidding for the same tender project.
3.Corporate entities shall provide standard unqualified audit reports (including but not limited to the main text, balance sheet, income statement, cash flow statement, and statement of changes in owner"s equity) audited by a certified public accounting firm for the past three years (2022, 2023, and 2024). For non-corporate entities that do not have audit reports, they shall provide financial statements affixed with the official seal of the legal entity for the past three years (2022, 2023, and 2024).
4.Within the three years prior to participating in this project, the bidder shall have no major illegal records in its business operations and shall provide a relevant statement. Suppliers with records of bad conduct regarding the bidder on the "Credit China" website (www.creditchina.gov.cn), China Executive Information Disclosure Website (http://zxgk.court.gov.cn/ ) (for inquiries about "persons subject to enforcement for dishonesty", "tax violation blacklist", and "government procurement serious illegal and untrustworthy list"), China Government Procurement Website (www.ccgp.gov.cn), and other relevant websites will be rejected from participating in this bidding (subject to the inquiry results on the bid opening date).
5.Since January 1, 2022 (based on the contract signing date), the bidder shall have performance records of products similar to those of this project, with at least one such record. Performance certification materials shall be provided, which must meet the following requirements: ① The contract content must reflect the implementation content of products similar to those of this project; ② The supplier in the contract must be the bidder itself; ③ The certification materials shall include: (1) Scanned copies of key pages of the contract (containing main contents such as the names of both Party A and Party B, procurement list, signature and seal pages of both parties, and signing date); (2) Acceptance certificate of the contract for this project; ④ The time of the contract shall be based on the signing date; contracts without a signing date shall be deemed invalid performance records and will not be recognized.
6.The bidder shall either be the manufacturer of the bid products, or an agent that has obtained official authorization certificates, sub-authorization certificates, or other certification materials for all bid products of this project from the manufacturers of such products (the authorized product names must be clearly reflected, the authorization chain must be complete, and the authorization period must be valid). For all bid products of this project, only one bidder shall be allowed to participate for the same brand and model.
