3、Qualification Requirements For Bidder
Qualifications or Performance:(1) All Bidders are requested to fill in according to the requirements of Format IV-9 in Section IV and provide relevant information;
(2) Bidders whose origin of the bidding product is outside the customs territory must be the manufacturer or a directly authorized agent of the manufacturer. If bidding as an agent:
① The core components (central control system software, intelligent sample transfer components, automated consumables stack) must provide the manufacturer"s unique formal authorization letter for this bid (the authorization letter must be directly authorized by the manufacturer and secondary authorization is not allowed); The remaining components of this package can be authorized by the manufacturer or by a first level agent authorized by the manufacturer. The authorization letter should include relevant content such as "the manufacturer is responsible for the quality of the product and after-sales service", as well as the manufacturer"s contact person and contact information, and ensure that the manufacturer"s contact person can coordinate and handle important matters during the project execution process (for this requirement, the manufacturer can also provide a written commitment/explanation outside the authorization letter). Otherwise, proxy bidding will not be accepted;
② Bidders who have been registered locally in accordance with the law for at least three years from the bid opening date are required to provide valid copies of their business license and other registration documents;
③ Within 3 years from the bid opening date, bidders must have at least 1 sales performance of similar products and provide a copy of the contract or order (at least 1 copy of the contract or order) to prove their sales performance, which must be signed or stamped by the bidder"s representative.
(3)The bidder whose product origin is within the territory of the Customs must be the manufacturer (agent bidding is not accepted)
(4) The bidder has not been suspended or cancelled the bidding qualification by petrochina Tendering and Bidding website (www.cnpcbidding.com). (According to the provisions of the Measures for the Administration of Dishonest Behavior of Bidders of China National Petroleum Corporation Limited, the bidder"s bidding qualification shall be suspended for half a year if the dishonest score reaches 8 points; The bidder"s bidding qualification shall be suspended for one year if the breach of trust score reaches 9 points; The bidder"s qualification for bidding is suspended for two years after the breach of trust score reaches 10 points. If the breach of trust score is 10.points or above, or the breach of trust occurs again during the suspension period, the bidding qualification within the scope of the group company will be cancelled for three years. If the bidder is qualified again at the expiration of the term, the breach of trust will not be cleared and the validity period will be extended for three years.)
