3、Qualification Requirements For Bidder
Qualifications or Performance:In addition to meeting the requirements of qualified bidders in Section 2.2 of Chapter 1, Instructions to Bidders, Book I of the International Competitive Bidding Document for the Procurement of Mechanical and Electrical Products, 2014 Edition, compiled by the Department of Mechanical and Electrical Technology Industry of the Ministry of Commerce of People"s Republic of China (PRC), the following conditions shall also be met:
(1) Manufacturers can participate in bidding independently, and manufacturers within the customs territory must have valid business licenses; Manufacturers outside the customs must be legally registered in the host country;
(2) The national general agent or agent of the bidding products can also participate in the bidding, and the national general agent or agent shall have the national general agent certificate and be within the validity period;
(3) Distributors (or agents) authorized by manufacturers or national general agents or agents may also participate in bidding;

(8) It has a good record of paying taxes and social security funds in accordance with the law (providing records of paying taxes and social security funds in accordance with the law for three consecutive months from May 2025 to now, such as providing payment records from the time of registration for newly established enterprises, providing tax returns stamped by the tax authorities for zero tax payment, and providing relevant documents to prove that it is tax-exempt or does not need to pay social security according to law, providing supporting materials and affixing official seals). Whether to accept the consortium bid: Yes.
(1) If the consortium bids, the consortium agreement shall be submitted;
(2) If a consortium bids, the parties to the consortium may not bid separately in their own names or participate in other consortia" bids in the same bidding package.
(3) If the consortium bids, it shall submit the qualification documents of all parties to the consortium, the joint bidding agreement and indicate the work and responsibilities to be undertaken by the lead person and all parties, and promise that once the consortium wins the bid, all parties will bear joint and several liabilities to the tenderer.
