The Chinese government has obtained a loan from the World Bank to finance the "World Bank Loan for Prevention, Preparedness, and Response to Emerging Infectious Diseases Project, Hainan Province Project" (Global "One Health" Hainan Demonstration Project), and plans to use part of this loan for consultancy services.
The main content of this consultancy service (hereinafter referred to as "the service") includes:
Preparation of the "Biodiversity Impact Assessment Report for the Terrestrial Wildlife Disease Monitoring System Construction Project on Protected Natural Areas";
Preparation of the "Feasibility Report for Forest Land Use in the Terrestrial Wildlife Disease Monitoring System Construction Project"s Monitoring Stations";
Preparation of the "Design of Forest Felling Operations for the Monitoring Stations in the Terrestrial Wildlife Disease Monitoring System Construction Project" related to the project’s forest conditions. Please refer to the attached "Terms of Reference" for details.
The total estimated input for this consultancy service is 53 person-months, with an expected implementation period of 7 months after the contract is signed and becomes effective.
The "Terms of Reference" for this consultancy service is attached to this Letter of Inquiry.
The Hainan Provincial Forestry Bureau (hereinafter referred to as "the Client") hereby invites qualified consultancy firms ("Consultants") to express their interest in providing the consultancy services. Interested consultants should submit relevant documentation in accordance with the following requirements, and the Letter of Intent (i.e., the bid document) should include, but not be limited to:
An introduction to the consultancy firm, including basic company information and organizational structure.
Power of attorney, identity documents of the legal representative and the authorized representative; if the consultant is a consortium, a consortium agreement (format to be determined by the bidder) should be provided.
A copy of the relevant business license or the legal entity certificate of the consultancy firm.
If the consultancy firm is a state-owned enterprise or public institution, the company’s articles of association should be provided.
The consultancy firm must have a good track record and reputation. It should provide a screenshot of the inquiry result from the "Credit China" website showing that the firm has no legal violations. This should include screenshots of the "List of Serious Defaulters," "List of Dishonest Persons Subject to Enforcement," and "List of Major Tax Law Violators."
The consultancy firm should have the necessary capabilities or relevant work experience required for performing the contract.
The consultancy firm must hold a Grade C or above qualification in forestry survey, planning, and design. The firm should provide proof of experience from the last 3 years (from January 1, 2022, to the deadline for submission of the Letter of Intent), having undertaken construction projects related to the following:
Biodiversity impact assessment reports (or forms) for protected areas; Feasibility reports for forest land use; Forest felling operations design (reports or forms).
A total of 6 relevant project performance records is required (2 for each of the three categories). The proof materials should include at least copies of the key pages of the contracts, which must clearly show the organization’s name, the scope of services, contract value, and contract signing date, along with other key details.
7.Other documents that the consultant considers necessary to provide (if any).
At this stage, no expert review will be conducted. The Client will select one firm from all those who have submitted a Letter of Intent, based on the firm’s best qualifications and relevant experience, and will invite this firm to submit technical and financial proposals for negotiation.
Interested consultancy firms should take note of the provisions in Chapter 3, Sections 3.14, 3.16, and 3.17 of the World Bank Investment Project Financing (IPF) Borrower Procurement Regulations (Procurement Regulations, November 2020), which outline the World Bank"s conflict of interest policy.
Consultancy firms may submit a Letter of Intent jointly with other companies to enhance their qualifications, but it should be clearly indicated that the submission is in the form of a consortium and/or subcontracting. If a consortium is chosen, the parties involved will be jointly and severally responsible for the entire contract if selected.
This consultancy service will be selected based on the CQS (Consultant Qualifications Selection) method as specified in the Procurement Regulations.

The Letter of Intent must be submitted in writing (via designated personnel, by mail, or by email) to the tendering agency before 5:00 PM on October 27, 2025 (the deadline for submission). It is recommended that consultants submit a physical copy of the Letter of Intent. If submitting in paper form, the original should be provided in one (1) copy and two (2) copies, accompanied by a USB drive containing the PDF scan of the signed original document and an editable Word version (which must match the content of the original scan). In case of discrepancies between the electronic and paper versions, the paper version shall prevail. If submitting by email, please send the signed PDF scan of the original document and the Word version (which must match the content of the original scan).
