1、The Government of China has received a loan from the World Bank to finance the World Bank Loan Project for the Prevention, Preparedness, and Response to Emerging Infectious Diseases – Hainan Subproject (Global “One Health” Demonstration Project in Hainan), and intends to apply part of the proceeds to cover eligible expenditures under the contract for Package 1 of Laboratory Equipment Procurement for the Environmental Protection Sector (Contract No.: HN-G-37).

2、CITIC International Tendering Co., Ltd. (the Procurement Agent), on behalf of the Hainan Provincial Department of Ecology and Environment (the Buyer), hereby invites qualified and eligible bidders to submit sealed bids for the following goods and related services:

Contract Title Laboratory Equipment Procurement – Environmental Protection Sector, Package 1
Main Types and Quantities of Goods Procurement of one (1) High-Performance Liquid Chromatography–Tandem Triple Quadrupole Mass Spectrometer (HPLC–MS/MS) and related services, as detailed in Chapter 6: Goods Requirements of the bidding documents.
Delivery Period Contract Duration: 120 calendar days from the date of contract signing.

3、This tender will be conducted using the Request for Bids (RFB) method under Domestic Competitive Bidding in accordance with the World Bank Procurement Regulations for Investment Project Financing (IPF) Borrowers (“Procurement Regulations”). All bidders meeting the eligibility criteria under the World Bank Procurement Regulations may submit bids.

4、Interested and qualified bidders may obtain further information at the address specified in this Invitation to Bid and may inspect or purchase the bidding documents from September 28, 2025, to October 27, 2025, during office hours (excluding Saturdays, Sundays, and public holidays) from 09:00–11:30 and 13:30–17:00 Beijing time.

5、Potential bidders should pay attention to Clause 4 of the Instructions to Bidders regarding eligibility and conflict of interest. Any bidder found to have a conflict of interest will be considered ineligible.

6、The qualification requirements for bidders include:

Business Scale Average Annual Turnover of the Bidder (2022–2024): Not less than RMB 12 million.
Contract Experience

In the last three years (from January 1, 2022, to the bid submission deadline), the bidder must have successfully completed at least two (2) supply contracts similar in nature and complexity to the products proposed under this project (with at least one contract including a High-Performance Liquid Chromatography–Tandem Triple Quadrupole Mass Spectrometer (HPLC–MS/MS)), with each contract valued at not less than RMB 4 million.

The bidder must provide supporting documentation meeting these requirements, which should include at a minimum: the contract agreement and acceptance certificate issued by the user. Copies of contracts included in the bid package must contain pages demonstrating at least the following information: the project name, procurement content, contract signing date, contract value, and signature/seal page, along with the final user’s contact person and contact details.

Technical Experience

The goods offered must have at least one (1) year of manufacturing experience. The bidder must provide supporting documentation, including copies of sales contracts for similar goods.

For the High-Performance Liquid Chromatography–Tandem Triple Quadrupole Mass Spectrometer (HPLC–MS/MS), at least one (1) unit/set must have been sold. The bidder must provide supporting documentation, including copies of sales contracts and invoices for similar goods.

Production Capacity

The bidder must demonstrate minimum supply or production capacity to ensure the ability to deliver the required models, specifications, and quantities of goods.

The bidder shall provide supporting documentation from the manufacturer of the goods, including a copy of the business license, performance test reports (if available), and other relevant documents that demonstrate the minimum supply or production capacity, ensuring the bidder can supply goods of the required model, size, quantity, and quality.

Financial Status

The bidder’s audited annual financial statements for the last three years (2022, 2023, and 2024) — including the balance sheet and income statement — should reflect the financial position and demonstrate long-term profitability.

Minimum requirement: The bidder’s net assets (calculated as total assets minus total liabilities) for each of the last three years must be positive.

Cash Flow Capacity

The bidder must have available quick assets, credit lines, and/or other financing means sufficient to meet the cash flow requirements for contract performance, taking into account other ongoing contracts.

Minimum requirement: Not less than RMB 2 million.

Litigation History Any outstanding claims, arbitrations, or other litigation shall not exceed 50% of the bidder’s net assets.

This project accepts joint venture (JV) bids. The maximum number of JV members shall be two (2), and either the lead member or the other member must meet the qualification requirements described above. Additional details are provided in the bidding documents.

7、Interested and qualified bidders may submit an application to purchase the bidding documents at the address specified in this Invitation to Bid and pay a non-refundable fee of RMB 1,000. Payment can be made in cash or direct transfer to the Procurement Agent’s account:

8、All bid submissions must be delivered to the address specified in this Invitation to Bid no later than 08:30 AM (Beijing time) on October 27, 2025. Late submissions will be rejected.

The bid opening will be conducted publicly at the same address. Bidders may send representatives to attend. The bid opening time is 08:30 AM (Beijing time) on October 27, 2025.

Bids must include a bid security of RMB 100,000.
