3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 Any legal person or other organization from the People"s Republic of China or countries/regions with normal trade relations with the People"s Republic of China may participate in the bidding. Domestic bidders shall provide a valid copy of their business license, while overseas bidders shall provide a copy of their commercial registration certificate or other valid supporting documents. 3.2 If the bidder is an overseas manufacturer from the People"s Republic of China, it shall have a permanent service agency or authorized agent in China and be able to provide timely and effective after-sales services at the project location. For overseas manufacturers authorizing agents to bid, the manufacturer shall maintain a permanent service agency or authorized agent in China for after-sales services. Bidders must provide a copy of the after-sales service institution"s introduction and business license (if the after-sales service institution is an agent, a copy of the after-sales service authorization letter issued by the manufacturer must be provided). 3.3 Credibility Requirements: 3.3.1 Domestic bidders must meet the following conditions: (A) The bidder shall not be listed on the national enterprise credit information disclosure system by the industrial and commercial administrative authority as a seriously illegal and untrustworthy enterprise; this shall be verified by the tenderer or tendering agency and submitted to the review committee during evaluation. (B) The bidder shall not be listed on the dishonest judgment debtor list by the people"s court, as verified by the tenderer or tendering agency and submitted to the review committee during evaluation on the China Enforcement Information Disclosure Website (http://zxgk.court.gov.cn/). 3.3.2 Overseas bidders must meet the following conditions: Maintain good commercial credibility with no major illegal records (self-commitment by the bidder).
