3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 Bidders must be independent legal persons established and validly existing in accordance with the law in the People"s Republic of China or in countries or regions that have normal trade relations with the People"s Republic of China (domestic bidders must provide a copy of their business license; foreign bidders must provide a copy of their registration certificate).

3.2 The bidder must be the manufacturer of the bidding equipment host or an authorized agent of the bidding equipment host manufacturer (if an agent, a copy of the authorization letter issued by the bidding equipment host manufacturer for this project must be provided).

3.3 From January 1, 2018 to the bid submission deadline of this project (based on the contract signing date), the bidder must have sold at least 5 sets of acceleration collision simulation systems and 1 set of ultra-long stroke prefabricated dynamic acceleration slide test systems globally, and at least 1 set of ultra-long stroke prefabricated dynamic acceleration slide test system equipment must have been completed and accepted (including pre-acceptance). Copies of key pages of the contract and pre-acceptance (or final acceptance) certification documents must be provided. Parts involving business secrets can be omitted, but they must fully reflect the contract signing time, supply content, quantity, names of the parties to the contract, and other contents that meet the requirements of this clause. If the product name in the contract is inconsistent with the requirements of this clause, supplementary supporting materials such as technical agreements may be provided. The bid evaluation committee reserves the right to review the original supporting documents.

3.4 The bidder must have an after-sales service institution and a spare parts warehouse within the territory of China, and possess the ability to provide technical support and maintenance for the products (the address of the after-sales service institution, the address of the spare parts warehouse and the list of after-sales service personnel must be provided).

3.5 Bidders must provide a "Declaration of Integrity" (format to be drafted by themselves), committing to abiding by the relevant laws and regulations of the People"s Republic of China and not having any of the following circumstances:

(1) There are pending lawsuits and records of poor performance related to the goods or business being tendered;

(2) Has been subject to administrative penalties of suspension of bidding qualifications by relevant administrative departments of the state or Chongqing Municipality (including the municipality or any district or county), and is still within the penalty period.
