3、Qualification Requirements For Bidder
Qualifications or Performance:(1) Comply with the provisions of Article 2 of the Instructions to Bidders in the Standard Bidding Documents for International Tendering of Mechanical and
Electrical Products (Trial Implementation) (Volume I), which are as follows:① A bidder refers to a legal person or other organization that responds to the tender, has obtained and purchased
the bidding documents from the tenderer or bidding agency, and participates in the bidding competition. Any legal person or other organization that has not obtained and purchased the bidding
documents from the tenderer or bidding agency shall not participate in the bidding.② Unless otherwise specified, any legal person or other organization from the People"s Republic of China
or from a country or region that has normal trade relations with the People"s Republic of China (hereinafter referred to as "eligible source country/region") may participate in the
bidding.③ Legal persons or other organizations that have a stake in the tenderer which may affect the fairness of the tender shall not participate in the bidding.④ A legal person or other
organization entrusted to participate in the preliminary consultation of the project and the preparation of bidding documents shall not participate in the bidding of the entrusted project,
nor shall it prepare bidding documents or provide consultation for the bidders of the project.⑤ Different entities with the same person in charge, or with a controlling or management
relationship, shall not participate in the bidding for the same bid package of the tender project, except in cases where they form a consortium to bid jointly.⑥ Consortium bidding is not
allowed for this project.⑦ Only suppliers that are independent in legal and financial terms, operate legally, and are independent of the tenderer and the bidding agency may participate in
the bidding.⑧ Bidders shall complete successful registration on the China International Tendering Network (hereinafter referred to as "Tendering Network", website:
http://www.chinabidding.com) before the bid submission deadline specified in the bidding documents. Otherwise, the bidder shall not be allowed to enter the tendering process, and shall bear
the consequences arising therefrom on its own.
(2) If the goods to be bid are not manufactured by the bidder itself, the bidder shall obtain a formal letter of authorization from the manufacturer of the goods, permitting the bidder to
provide such goods in this bidding.
(3) The bidder or the manufacturer of the goods to be bid shall have a supply performance of equipment (under a single contract) where:
the contract amount is not less than RMB 2.4 million;
the sample preparation efficiency is not less than 25 iron ore samples prepared per 24 hours;
this performance shall be accumulated from August 1, 2020 to the bid submission deadline. A scanned copy of the contract, acceptance materials or user certificate from the owner shall be
provided; the time shall be subject to the signing date of the tendering party in the contract.
