3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 The bidder must be an independent legal person established in accordance with the law and validly existing in the People"s Republic of China or a country or region with normal trade exchanges with the People"s Republic of China (domestic bidders must provide a copy of the business license; foreign bidders must provide copies of registration certificates).
3.2 If the bidder is an integrator, he must provide a copy of the authorization letter issued by the manufacturer of key equipment (power dynamometer system, frequency converter, torque sensor, power analyzer) for this project.
3.3 From January 1, 2022 to the deadline of bidding for this project (subject to the time of contract signing), the supply performance of the direct drive single dynamometer test bench (power not less than 400kW, maximum speed not less than 25000rpm) submitted by the bidder must not be less than 3 sets (copies of the key pages of the contract and final acceptance documents must be provided, and the part involving trade secrets can be concealed, but it must be able to fully reflect the contract signing time, supply content, quantity, equipment power, maximum speed, etc. The name of the end user, the name of the parties to the contract, etc. If the product name in the contract is inconsistent with the requirements of this clause, other supplementary supporting materials such as technical agreements can be provided. The bid evaluation committee reserves the right to review the original supporting materials).
3.4 The bidder must provide a "Statement of Integrity" (self-drafted format) and promise to abide by the relevant laws and regulations of the People"s Republic of China, and there are no following circumstances:
(1) There are pending litigation and poor performance records related to the bidding goods or business;
(2) The administrative penalty of suspension of bidding qualifications by the relevant administrative departments of the state or Chongqing City (including the city or any district and county) is within the penalty period.
3.5 Bidders must complete registration and information verification on the Biyinet (https://www.ebnew.com) or electronic trading platform (https://www.chinabidding.com) for bidding and bidding for mechanical and electrical products before bidding.
3.6 The bidder"s invalid complaints within 6 months before the bidding deadline shall not exceed two times, and the invalid complaints within one year shall not exceed three times (which have been announced on the China International Bidding Network).
