3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 Legal entities or other organizations from the People"s Republic of China or from countries or regions with normal trade relations with the People"s Republic of China are eligible to participate in the bidding.
3.2 For the bidding products (including the main software): if the agent participates in the bidding as the bidder, a valid agency authorization issued by the manufacturer (software developer) or the integrator must be provided. If the authorization is issued by the domestic general agent of the manufacturer (software developer) or the integrator, a valid agency authorization issued by the manufacturer (software developer) or the integrator for the domestic general agent must also be provided.
3.3 The bidder should provide the original or copy of the credit certificate issued by the basic account opening bank within three months before the bid opening date (domestic companies need to provide the account opening permit or other basic account proof materials at the same time, and overseas companies provide the credit certificate issued by the account opening bank). The credit certificate must be a general document or a document issued to the tenderee/tender agent unit for this project, and the credit certificate issued to other units or for other projects is invalid and will be treated as a rejected bid.
3.4 The bidder has good corporate credit. Domestic bidders must provide a screenshot of the credit information query result of Chinese Enterprises or a credit information query report, and overseas bidders must provide a commitment letter without dishonesty and illegal acts (stamped with the official seal, format at your own discretion). At the bid opening site, the corporate credit of the bidder will be checked online. If any dishonest or illegal behavior is found, the bidder"s qualification will be canceled.
3.5 The bidder should provide the annual audit report issued by a certified public accounting firm or a third-party auditing institution for the year 2024. If the bidder has been established for less than the specified number of years and has not been audited, the financial and accounting statements for each full month since its establishment can be provided.
