*3.1 Qualifications or Performance Required of Bidders:
In addition to the supporting documents that bidders must provide as specified in the 2014 Edition of Standard Bidding Documents for International Tendering of Mechanical and Electrical Products (Volume I), bidders shall also submit the following materials:
Overseas bidders:
(1)Overseas bidders must provide relevant registration certification documents.
(2)The original or a copy of a credit reference issued by the bidder"s bank within three months prior to the bid opening date.
(3)From January 1, 2020, to the present (as per the contract signing date), the bidder must have completed at least one supply project involving hydraulic oil systems (hydraulic oil units) with a working pressure of ≥ 18Mpa and a working flow rate of ≥ 90L/min. To verify this, the bidder shall provide the product sales contract (including at least the contract"s cover page and signature page) and a copy of at least one proforma invoice corresponding to the contract.Notes: ① The performance shall refer to the bidder"s own project experience; ② The performance materials must clearly display information including equipment name, equipment working pressure, equipment working flow rate, and user name-all of which must be legible; ③ If the contract fails to fully specify the above parameters, supporting documents (such as a signed technical agreement) must be provided.
(4)Consortium bids and bids submitted by agents are not accepted for this tender.
Domestic bidders:
(1)The bidder shall be a legally registered domestic legal person or other organization with the capacity to undertake the tendered project.If a legal person or other organization bids, it must provide a valid business license or institutional legal person certificate;If a branch bids, it must provide a valid branch business license, along with the parent company"s valid business license and an authorization letter issued by the parent company specifically for this project.
(2)A valid basic account opening permit or supporting documents verifying basic account information.
(3)Proof of general taxpayer qualification, such as a general taxpayer qualification certificate issued by the tax authority, a recently issued special VAT invoice, or a screenshot of the general taxpayer query result from the tax authority"s official website.
(4)The original or a copy of a credit reference issued by the bidder"s bank within three months prior to the bid opening date.
(5)his project accepts bids from manufacturers or their legally established sales companies in China. If a sales company bids, it must provide documents proving its relationship with the manufacturer.
(6)From January 1, 2020, to the present (as per the contract signing date), the bidder must have completed at least one supply project involving hydraulic oil systems (hydraulic oil units) with a working pressure of ≥ 18Mpa and a working flow rate of ≥ 90L/min. To verify this, the bidder shall provide the product sales contract (including at least the contract"s cover page and signature page) and a copy of at least one VAT invoice corresponding to the contract.Notes: ① The performance shall refer to the project experience of the products bid by the bidder, its sales company, or its branch; ② The performance materials must clearly display information including equipment name, equipment working pressure, equipment working flow rate, and user name-all of which must be legible; ③ If the contract fails to fully specify the above parameters, supporting documents (such as a signed technical agreement) must be provided; ④ The invoice issuance date must be at least 30 days before the release date of the tender announcement.
(7)The bidder shall not be listed in the List of Seriously Illegal and Untrustworthy Enterprises (Blacklist) on the National Enterprise Credit Information Publicity System, the List of Seriously Untrustworthy Entities on Credit China, or the List of Dishonest Persons Subject to Enforcement on China Enforcement Information Publicity Network (the persons subject to enforcement include the bidder and its legal representative). (Screenshots of query results for the four items on the three aforementioned websites must be provided.)
(8)This project does not accept bids from suppliers who are included in the untrustworthy trader list of any of the following entities and remain within the restriction period: Shaanxi Yanchang Petroleum (Group) Co., Ltd., Shaanxi Yanchang Petroleum Materials Group Co., Ltd., or Shaanxi Yanchang Zhongmei Yulin Energy and Chemical Co., Ltd. Additionally, bids from suppliers who were identified by the bid evaluation committee as having colluded in bidding in tender activities organized by the Tendering Center of Shaanxi Yanchang Petroleum (Group) Co., Ltd. (Shaanxi Deyuan Tendering Co., Ltd.) and remain within the restriction period are not accepted.
