1、Bidding Conditions
Overview:The Tianjin Metro Line 11 Phase I Adjustment and Supplementary Project (from Wenjie Road Station to Shuishang Park West Road Station), also known as the Tianjin Metro Line 11 Extension PPP Project, starts from the west side of the new site of Baoshan West Road Central Hospital and ends at Shuishang Park West Road Station in the east. The line is laid along Baoshan West Road, Jinhe, and Fukang Road, passing through Xiqing District and Nankai District, connecting the new site of a central hospital, the old site of a central hospital, and passenger flow distribution points such as Nankai University. The total length of the line is about 3.84km, all of which are laid underground, with 3 stations and 3 sections. It transfers to Metro Line 6 at Tiankaiyuan Station (formerly known as Yizhongxin Hospital Station).
The maximum gradient of the main line in the section is 30 ‰, the auxiliary line is 35 ‰, and the minimum curve radius is 350m. The "B2" type electric passenger car is used, and the structural form and performance parameters of the vehicle should meet the above conditions.
The initial number of trains for the PPP project of Tianjin Metro Line 11 Phase I Adjustment and Supplementary Project is 4 trains/24 cars, with a grouping method of 4 cars and 2 trailers. It is planned to arrive on March 1, 2027 and open for operation on December 31, 2027.

Source of Funds:The tenderer has secured the purchase funds and will ensure the smooth implementation of all contracts under this project.

3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 The bidder must be an electric bus manufacturer registered in the People"s Republic of China in accordance with the Company Law of the People"s Republic of China, with legal personality and the ability to provide bidding goods and services. (Two or more legal persons with the same legal representative shall not bid simultaneously in this project)
3.2 In the past five years (from January 1, 2020 to the bidding deadline), bidders must have a sales performance of an electric passenger car manufacturing project for a subway similar project within the territory of the People"s Republic of China (excluding Hong Kong, Macao, and Taiwan). The project performance must be evidenced by a copy of the sales contract agreement signed between the bidder and the end user (domestic (excluding Hong Kong, Macao, and Taiwan) subway similar project construction or operation unit within the past five years (from January 1, 2020 to the bidding deadline), and must be stamped with the bidder"s official seal.
