Assignment Title: Consulting Services for the Development of the “One Health” Functional Departments and Seed Talent Capacity Building Training, as well as “One Health” Science Popularization and Exchange Activity Plan

The Government of China has obtained a loan from the World Bank to finance the Hainan Province Project under the World Bank Loan for Prevention, Preparedness, and Response to Emerging Infectious Diseases (Global “One Health” Hainan Demonstration Project), and plans to use a portion of the loan for consulting services.
The main scope of this consulting service (hereinafter referred to as the “Service”) includes:
Conducting a status survey and needs analysis;
Preparing the “One Health” Science Popularization Guidelines and “One Health” Capacity Building Training Guidelines;
Developing the Short-term Training Implementation Plan for “One Health” Functional Departments and Seed Talent Capacity Building;
Developing the Master’s Program Implementation Plan for “One Health” Functional Departments and Seed Talent Capacity Building;
Developing the Specific Implementation Plan for Domestic and International Exchange Visits under the “One Health” Program;
Developing the Implementation Plan for the Free Trade Port “One Health” National Science Popularization Competition and Call for Works;
Developing a Detailed Implementation Plan for “One Health” Science Popularization and Exchange Activities;
Preparing the Terms of Reference (TOR) for Selecting Implementing Agencies for Training of Hainan Province “One Health” Functional Department Managers, Key Personnel of Public Institutions, and Seed Talent from Universities and Research Institutions, as well as Science Popularization and Education Exchange Activities;
Producing a Consulting Service Summary Report.
The implementation period for this consulting service is expected to be three (3) months from the date the contract is signed and becomes effective, with the anticipated start date in October 2025.
The Terms of Reference (TOR) for this consulting service are provided in the annex to this Request for Expressions of Interest (REOI).
The Hainan Provincial Development and Reform Commission (hereinafter referred to as the “Client”) now invites qualified consulting firms (the “Consultants”) to express their interest in providing the consulting services.
Interested Consultants should submit the required supporting documents in accordance with the following requirements. The Expression of Interest (EOI) submission (i.e., the proposal) should include at a minimum:
1.A brief introduction of the consulting firm, including its organizational structure.
2.Power of attorney, and identification documents of the legal representative and the authorized person; if the Consultant is a consortium, a Consortium Agreement (format at the Consultant’s discretion) should also be provided.
3.The Consultant must have at least 5 years of experience in delivering training services, preferably with experience in One Health, related healthcare fields, or World Bank/Asian Development Bank technical assistance projects or training. Supporting documents should include copies of key pages of training service contracts in the relevant fields or projects (showing contract duration, service content, and official seals from both parties), demonstrating that the Consultant has undertaken similar training projects within the five years prior to the EOI submission deadline. For framework agreements, copies of key pages should be provided, showing agreement duration, service content, and official seals.
4.The consulting firm should have experience in organizing and delivering training or international exchange programs for government agencies or public and private institutions. Copies of key pages from relevant contracts or agreements should be provided, clearly showing service content, duration, and signatures/seals from both parties.
5.If the Consultant is a state-owned enterprise or public institution, the firm’s or institution’s Articles of Association should be provided.
6.The Consultant must have undertaken at least two assignments involving the preparation of capacity-building or training/exchange program implementation plans. Copies of key pages from the relevant contracts/agreements should be provided, including at minimum the first page, contract/agreement date, party names, service content, and contract amount.
7.The Consultant should have a good record and reputation. Screenshots from the “Credit China” database showing no illegal records should be provided, including at minimum the results for “List of Seriously Dishonest Subjects,” “Dishonest Persons Subject to Enforcement,” and “List of Major Tax Violations”.
8.Any other documents the Consultant considers necessary to provide (if applicable).
At this stage, no evaluation of experts will be conducted. The Client will select one consulting firm from all firms that have submitted Expressions of Interest (EOIs) based on the firm’s best qualifications and relevant experience, and invite it to submit technical and financial proposals for negotiation.
Interested Consultants should take note of the provisions in Sections 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers (“Procurement Regulations”) (November 2020 edition), which set out the World Bank’s conflict of interest policy.
Consulting firms may submit EOIs jointly with other firms to enhance their qualifications, but it must be clearly indicated whether the joint submission is in the form of a consortium and/or subcontracting. If a consortium is selected, all parties of the consortium will be jointly and severally liable for the entire contract.
This consulting service will be procured using the CQS (Consultants’ Qualifications Selection) method as specified in the Procurement Regulations.

Expressions of Interest (EOIs) must be submitted in writing (by hand delivery, by mail, or by email) to Room 1817, 18th Floor, Building No. 59, East Third Ring Middle Road, Chaoyang District, Beijing no later than 17:00 on September 11, 2025 (EOI submission deadline).
It is recommended that Consultants submit hard copy EOIs. If submitting in hard copy, provide one (1) original and two (2) copies, accompanied by a USB drive containing:
a PDF scanned copy of the signed original EOI
a WORD editable version of the EOI (content must be consistent with the scanned PDF)
In case of any discrepancy between the electronic and hard copy versions, the hard copy shall prevail.
If submitting by email, please send the PDF scanned copy of the signed original EOI and the WORD editable version (content consistent with the PDF).
