The Government of China has obtained a loan from the World Bank to finance the “World Bank Loan Project on Prevention, Preparedness, and Response to Emerging Infectious Diseases in Hainan Province” (Global “One Health” Hainan Demonstration Project) and intends to use part of the loan for this consulting service.

The main scope of this consulting service (hereinafter referred to as the “Service”) includes: serving as a Project Assistant under the client’s supervision, responsible for comprehensive project management tasks, ensuring smooth day-to-day operations of the sub-project office, internal and external communication, and coordination as assigned by the client. Specifically, the responsibilities include:

1.Assist with daily operations of the sub-project office and coordinate internal and external communications (expected to handle 20+ routine tasks per month and coordinate 1–2 meetings);

2.Participate in the preparation of project documents and submit bilingual (Chinese and English) versions to the World Bank (submit one quarterly progress report and one annual summary per year);

3.Support project activities, including preparation and on-site assistance;

4.Coordinate and communicate with all project stakeholders, including but not limited to the World Bank, sub-project office, tendering agency, project implementing units, and project management units, ensuring 100% information synchronization;

5.Organize and maintain project-related documents, keeping all paper and electronic files updated in real time, with an error rate of ≤1%;

6.Assist in preparing and supporting various project-related activities, such as meetings, training sessions, and field visits;

7.Complete other routine tasks assigned by the sub-project office in a timely manner.

This consulting service seeks to recruit one Project Assistant Individual Consultant, with an estimated total input of 28 person-months. The service implementation period is expected to run from the contract signing date until the World Bank project closing date on December 31, 2027.

The Terms of Reference (ToR) for this consulting service are provided in the annex to this Expression of Interest (EOI).

The Hainan Provincial Forestry Bureau (hereinafter referred to as the “Client”) now invites qualified individual consultants to express their interest in providing this consulting service. Interested individual consultants should submit the following documents:

1.Letter of Application;

2.Personal Curriculum Vitae (CV) in the format specified in Section 2: Individual Consultant CV Template;

3.Supporting documents demonstrating that the individual consultant meets the requirements outlined in Section VII of the ToR, “Qualifications of the Individual Consultant.” These should at minimum include: A letter of commitment from the individual consultant, Photocopies of both sides of the ID card, Copies of diploma(s) and degree certificate(s) or equivalent proof of education, Documentation of relevant project management experience, Any other supporting materials (if applicable), demonstrating that the consultant possesses the qualifications and experience required to perform this service.

The specific selection criteria for the individual consultant are as follows:

The consultant should possess an appropriate professional background, have project management experience, be proficient in office software, and demonstrate strong writing skills. The specific requirements are as follows:

(1) Basic Requirements:

1.Must hold the nationality of the People’s Republic of China and be able to work full-time in Haikou City;

2.Comply with the laws and regulations of the People’s Republic of China, with no record of legal or disciplinary violations;

3.Possess good character and professional ethics;

4.Have the physical and mental capacity to perform the duties of the position;

5.Be 35 years old or younger (born on or after January 1, 1989);

6.Hold a bachelor’s degree or higher in engineering or management;

7.Have at least two years of project management experience;

8.Demonstrate excellent oral and written communication skills in both Chinese and English;

9.Be proficient in basic office software.

(2) Disqualifications: An individual consultant shall not have any of the following conditions:

1.Has ever received any criminal punishment;

2.Has ever been dismissed from public office;

3.Is currently under investigation for any legal or disciplinary violations;

4.Has not yet had party or government disciplinary sanctions lifted;

5.Refuses or evades mandatory military service and fails to rectify it; or, with the intent of avoiding military service, refuses to perform duties or deserts the military and has been removed, discharged, or legally held criminally accountable;

6.Is listed as a dishonest debtor subject to enforcement.

Interested individual consultants should take note of the provisions set out in Sections 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers (“Procurement Regulations”) (November 2020 edition), which describe the World Bank’s conflict of interest policy.

This consulting service will be procured using the Open Competitive Selection of Individual Consultants method as specified in the Procurement Regulations.

Expressions of Interest must be submitted in written form (by hand delivery or by mail) to the address below no later than 17:00 on September 11, 2025 (deadline for submission).

Sealing and submission requirements for the Expression of Interest (EOI) documents:

1.Hard copy documents: One (1) original Chinese EOI document and three (3) duplicate Chinese EOI documents are required. The original and duplicate copies shall be separately bound into booklets and sealed in the same envelope.

2.Electronic documents: The bidder shall also submit, together with the EOI, one (1) complete PDF scanned copy and one (1) editable electronic version of the EOI, both stored on a USB drive and sealed separately. In the event of any discrepancy between the electronic and hard copy versions, the hard copy original Chinese EOI document shall prevail.
