1、Bidding Conditions
Overview:The project construction site is located to the west of the Yushen Energy and Chemical 500,000-ton Ethanol Project in Qingshui Industrial Park, Yushen Industrial Zone, Yulin City, covering an area of 1,587.3 mu.The project involves the construction of all production units, utility engineering and auxiliary facilities required for the following: a 500,000-ton coal-to-synthetic ammonia unit per year, two 360,000-ton nitric acid units (2*360,000 t/a), an 860,000-ton ammonium nitrate unit (consisting of 2*250,000 t/a (solid) + 2*180,000 t/a (liquid)), two 250,000-ton nitro-compound fertilizer units (2*250,000 t/a), a 20,000-ton electronic-grade nitric acid unit, a 5,000-ton electronic-grade ammonia water unit, a 5,000-ton electronic-grade ultra-pure ammonia unit, as well as a unit for 150,000 tons of industrial-grade and 50,000 tons of food-grade liquid carbon dioxide. Additionally, one ammonia synthesis centrifugal compressor unit will be procured.

3、Qualification Requirements For Bidder
Qualifications or Performance:In addition to the supporting documents required by the bidder in the 2014 International Bidding Standards for Mechanical and Electrical Products (Volume 1), the bidder must also provide:
Offshore Bidder:
1 Overseas bidders shall provide relevant registration certification materials.
2 Provide the original or a copy of the credit reference issued by the bidder"s opening bank within three months prior to the bid opening date.
3 Bidders shall provide at least one performance record (with the time subject to the contract signing date) from January 1, 2015 to the present, which shall meet the following requirements: the performance involves an ammonia oxidation furnace for a dilute nitric acid unit with an annual capacity of 360,000 tons or more, with a primary air volume of 168,931 Nm3/h, an ammonia gas volume of 18,512 Nm3/h, and an oxidation furnace inlet pressure of 0.405 Mpa, and the equipment has been in successful operation for one year or more. The required materials include a copy of the contract, at least one pro forma invoice corresponding to the contract, and a user certification proving that the equipment has been in operation for one year or more. (The performance materials shall include information such as equipment name and technical parameters; if the above information cannot be reflected in the performance materials, the bidder shall provide the contract"s technical agreement or relevant certification materials issued by the end-user.)
4.Provide a valid special equipment production license (for pressure vessel manufacturing) within the territory of China, with a qualification grade of Class D or above.
5 Joint ventures and agents are not accepted for this tender.
Onshore bidder:
1. Bidders shall be legally registered domestic legal persons or other organizations with the capability to undertake the tendered project. For bids submitted by a legal person or other organization, a valid business license or institutional legal person certificate shall be provided; for bids submitted by a branch, a valid branch business license, together with the valid business license of the head office and an authorization letter issued by the head office specifically for this project, shall be provided.
2. Provide a valid basic account opening permit or supporting materials for basic account information.
3. Have the general taxpayer qualification, and provide valid supporting materials such as a general taxpayer qualification certificate issued by the tax authority, a recently issued special VAT invoice, or a screenshot of the general taxpayer query record from the official website of the tax authority.
4. Provide the original or a copy of the credit reference issued by the bidder"s opening bank within three months prior to the bid opening date.
5. Bidders shall provide at least one performance record (with the time based on the contract signing date) from January 1, 2015 to the present.
