1、Bidding Conditions
Overview:The project construction site is located to the west of the Yushen Energy and Chemical 500,000-ton Ethanol Project in Qingshui Industrial Park, Yushen Industrial Zone, Yulin City, covering an area of 1,587.3 mu.The project involves the construction of all production units, utility engineering and auxiliary facilities required for the following: a 500,000-ton coal-to-synthetic ammonia unit per year, two 360,000-ton nitric acid units (2*360,000 t/a), an 860,000-ton ammonium nitrate unit (consisting of 2*250,000 t/a (solid) + 2*180,000 t/a (liquid)), two 250,000-ton nitro-compound fertilizer units (2*250,000 t/a), a 20,000-ton electronic-grade nitric acid unit, a 5,000-ton electronic-grade ammonia water unit, a 5,000-ton electronic-grade ultra-pure ammonia unit, as well as a unit for 150,000 tons of industrial-grade and 50,000 tons of food-grade liquid carbon dioxide. Additionally, one ammonia synthesis centrifugal compressor unit will be procured.

Qualifications or Performance:3. Bidder"s qualification requirements
* 3.1 Qualifications or performance of the Bidder:
In addition to the supporting documents required by the bidder in the 2014 International Bidding Standards for Mechanical and Electrical Products (Volume 1), the bidder must also provide:
Overseas bidders:
1) Overseas bidders shall provide relevant registration certification materials.
2) The original or photocopy of the credit certificate issued by the bidder"s account opening bank within three months before the bid opening date.
3) For bidders acting as agents, the following documents shall be provided: a sole agency authorization letter for this project issued by either the manufacturer, the sales company established by the manufacturer, the sales company established by the manufacturer"s parent company, or the parent company itself. (If the authorization is issued by a sales company or the parent company, supporting documents proving the affiliation with the manufacturer shall be provided.)
4) Bidders shall provide the successful operation performance of the ammonia synthesis unit compressor unit for the product being bid, and the medium shall be clearly specified as ammonia synthesis gas. A copy of the contract shall be provided as supporting evidence.
5)Joint venture bids are not accepted in this tender.
Domestic bidders:
1) The bidder shall be a domestic legal person or other organization legally registered with the ability to undertake the bidding project. If a legal person or other organization bids, it shall provide valid business license or legal person certificate of the institution; if a branch bids, it shall provide valid branch business license of the head office and the valid letter of authorization of the head office for this project;
2) Provide a valid basic account opening license, or the basic account information proof materials.
3) Have the qualification of the general taxpayer, and provide valid certification materials such as the general taxpayer qualification certificate issued by the tax authority, or the special VAT invoice issued recently, or the screenshots of the general taxpayer inquiry record of the official website of the tax authority.
4) The original or photocopy of the credit certificate issued by the bidder"s account opening bank within three months before the bid opening date.
5) For foreign brand manufacturers whose products are produced in domestic factories and whose bids are submitted by agents, the following documents shall be provided: a sole agency authorization letter for this project issued by either the manufacturer, the sales company established by the manufacturer, the sales company established by the manufacturer"s parent company, or the parent company itself. (If the authorization is issued by a sales company or the parent company, supporting documents proving the affiliation with the manufacturer shall be provided.).
6)Bidders shall provide the successful operation performance of the compressor unit for the ammonia synthesis plant (of the product being bid), with the medium clearly specified as ammonia synthesis gas. A copy of the contract shall be provided as supporting documentation.
