Qualifications or Performance:3.1 The bidder is a legal person or other organization from the People"s Republic of China or a country or region that has normal trade relations with the People"s Republic of China;
3.2 Bidders shall not be directly or indirectly associated with any consulting firm or its affiliates entrusted by the tenderer to design, prepare specifications, and other documents for the procurement of the goods being tendered.

3.4 If the bidder is an agent, it must possess a special product agency authorization letter issued by the manufacturer of the proposed thermal snow blower for this project (only one agent can be entrusted by a manufacturer to participate in the bidding for equipment of the same brand and model; otherwise, the bid is invalid; the equipment model must be clearly indicated in the special product agency authorization letter, and bids without indicating the equipment model are invalid);
3.5 Different units with the same person in charge or with a controlling or management relationship shall not participate in the bidding for this project simultaneously;
