3、Qualification Requirements For Bidder
Qualifications or Performance: 1. The qualification documents submitted by the bidder to prove that he/she can fulfill the contract after winning the bid shall include the following documents:
(1) If the goods provided by the bidder under the contract are not manufactured by the bidder themselves, the bidder shall obtain: (a) A valid authorization letter from the goods manufacturer authorizing its supply of such goods in this tender (refer to Format IV-9-4 in Chapter IV of Volume I of the Tender Document); or (b) Authorization from an authorized agent for the bidding products (with relevant certification documents demonstrating the agent"s valid authorization rights, which must demonstrate the integrity of the manufacturer"s authorization chain). When determining the number of bidders, if products from two or more bidders are found to be produced by the same manufacturer or integrator, they shall be counted as one bidder. If two or more integrators or agents use products from the same manufacturer as part of their project packages, and the total price of identical products exceeds 60% of the respective bid totals for the project package, they shall be counted as one bidder.
(2) Letter of authorization from the person in charge of the unit.
(3) The original or copy of the credit certificate issued by the bidder"s bank three months prior to the bid opening day.
