3、Qualification Requirements For Bidder
Qualifications or Performance:(1) The bidder is the manufacturer of the bidding product or an agent with the authorization of the bidding equipment manufacturer for this project; if it is an agent, the manufacturer must issue the only authorization certificate for this project (see the format IV-9-4 of the first volume of the bidding document); (2) The manufacturer shall obtain at least the following management system certification system: (2.1) ISO9000 series or equivalent quality management system certification (2.2) ISO14001 series or equivalent environmental management system certification. (3) The supply scope of catalysts provided by the bidder shall meet the requirements of bidding documents and technical attachments. (4) The bidder"s bid documents must be completed strictly in accordance with the requirements of the inquiry documents and technical attachments. The bid documents must provide the business and technical deviation tables separately. Specific deviation items should be filled in the deviation table. If there is no deviation item, the statement should be filled in without deviation. Any deviations that are not included in the deviation table shall not be accepted. (5) Bidders must meet the following conditions: ① The research and development, design, manufacturing and supply performance of acetylene selective hydrogenation catalysts used in methanol-to-olefin devices or other similar devices in 2010 and later. The bidders shall provide a performance table in accordance with the requirements of the bidding documents, and the number of performances of acetylene hydrogenation catalysts provided shall not be less than 1. Foreign performance provides copies of corresponding certificates of use such as contract or user evaluation, and domestic performance provides copies of contracts. (The copy of the contract should include project information and signature and stamp page) ② For the research and development, design, manufacturing and supply performance of MAPD or C3 selective hydrogenation catalysts used in methanol to olefin devices or other similar C3 selective hydrogenation devices in 2010 and later, the bidder shall provide a performance table in accordance with the requirements of the bidding documents, and the number of performances provided shall not be less than 3. Foreign performance provides copies of corresponding certificates of use such as contract or user evaluation, and domestic performance provides copies of contracts. (The copy of the contract should include project information and signature and stamp page) (6) The bidder must provide a detailed document delivery plan within the bid documents and meet the requirements of the inquiry documents and technical attachments. (7) The goods acceptance standards provided by the bidder meet the requirements of the inquiry documents, technical attachments and tender documents. (8) The bidder must promise to provide the product certificate of origin issued by the manufacturer"s manufacturer"s office or official institution before shipment after winning the bid, and provide a copy of the product"s certificate of origin for similar items in this bid document. (9) Bidders must provide complete technical information required by the technical specifications. (10) Bidders must provide technical attachments that meet the requirements in accordance with the requirements of the bidding documents. (11) The bidder must provide the original or copy of the credit certificate issued by the account opening bank within three months before the bid opening date. (12) Bidders abide by Chinese laws and regulations, have good commercial reputation, and have no records of illegal or irregularities in business activities in the past three years. (13) Bidders shall successfully register with China International Tendering Network (http://www.chinabidding.com) before the bid deadline stated in the bidding documents.
