3、Qualification Requirements For Bidder
Qualifications or Performance:(1) Requirements for Qualification of Bidder
A.The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
Bid by Agent is not accepted.The bidder shall be the manufacturer of the products (analyzer system), the integrator considers the manufacturer. If the bidder is the sales company within the same group as the manufacturer, the bidder should provide relevant documents to prove that the sales company is within the same group as the Manufacturer and it is responsible for the sales of the bid goods. The bidding goods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all related bids will be rejected.

From January 1st, 2015 to the deadline for submission of the bid (subject to the signing time of the contract), the tender documents should simultaneously meet the following performance requirements (If the following two requirements are in one same contract, it can be accepted.):
(1) The manufacturer？of the moisture and trace oxygen analyzer submitted by the bidder must have at least one contract in China, the total quantity of moisture analyzers and trace oxygen analyzers included in a single contract shall not be less than 10 sets;
(2) The bidder must have at least one contract performance for system integration of moisture analyzer or trace oxygen analyzer cabins in China.
The performance of the chromatographic analyzer submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of moisture analyzer and trace oxygen analyzer submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the moisture analyzer and trace oxygen analyzer submitted in this bid and the manufacturer of the moisture analyzer and trace oxygen analyzer meeting the above performance requirements belong to the same group.
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), the？manufacturer"s？name？of？the？moisture？and？trace？oxygen？analyzer？is？reflected？in？①,？the？name？of？the？inegrator？is？reflected？in？②, name of goods, the location of the project, the number of trace oxygen and moisture analyzers.
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
