3、Qualification Requirements For Bidder
Qualifications or Performance:1) The bidder shall only be an independent legal person or other organization at home and abroad, and shall be from the People"s Republic of China or countries and regions with normal trade relations with the People"s Republic of China;
2) Bidders must complete free registration on the China International Tendering Network (http://www.chinabidding.com/) before the bid submission deadline specified in the tender documents. During registration, bidders shall fill out the online registration form and submit both the official seal-verified registration form and a copy of their business license to the platform. Overseas bidders must provide copies of their local registration certificates. For entities without official seals, a registration form signed by the legal representative is required. Registered bidders must complete annual verification procedures as stipulated by the platform. Bidders who fail to register on the China International Tendering Network before the deadline will be disqualified from participating in the tender.
3) From January 1, 2020 to the present, the bidder has not been disqualified from bidding by the competent administrative department and is still within the penalty period. Meanwhile, from January 1, 2020 to the present, the bidder (including its affiliated companies) has not engaged in any litigation, arbitration or adverse complaints with the tenderer and its subsidiaries. (Provide an integrity commitment letter with official seal)
4) The bidder, legal representative and project leader are not included in the list of non-cooperative objects of Guangdong Airport Management Group Co., Ltd. and Guangzhou Baiyun International Airport Co., Ltd. and are within the restriction period.(Provide letter of good faith commitment with official seal)
5) Two or more legal persons whose legal representative is the same person, the parent company, wholly-owned subsidiary and its holding company shall not bid for the same bid section of the project at the same time, otherwise all qualifications will be cancelled (provide letter of commitment with official seal).
6) Since January 1, 2020, the bidder has not been included in the credit blacklist of Guangzhou Baiyun International Airport Co., LTD. (Provide the letter of credit commitment with official seal)
7) The bidder must register with the tendering agency and purchase the bidding documents. Any legal person or other organization that has not purchased the bidding documents from the tendering agency shall not participate in the bidding.
