3、Qualification Requirements For Bidder
Qualifications or Performance:3.1. Tenderers who comply with article twenty-six of the "Law of the People"s Republic of China on tendering and bidding";
3.2.The bidder has the qualification and ability to design and manufacture gantry cranes for container railways, and a copy of the special equipment manufacturing license with the official shall be provided in the bidding documents.
3.3Bidders who have designed, manufactured and sold 5 or more rail-mounted container gantry cranes with a lifting capacity (below the lifting appliance of ≥40 tons with remote automated control from January 1, 2022 to the present (based on the date of contract provided), please provide a list the above performance in the bidding documents, as well as copies of the key pages of the performance contract (including the first page of the contract, the signature and seal page, the contract content that can reflect the specifications of the crane), acceptance certificate (or invoice) and affix the official seal.
3.4According to the "Notice on the Implementation of Joint Disciplinary Measures against Dishonest Persons in the Field of Tendering and Bidding" by nine departments including the Supreme People"s Court, bidders shall not be persons who fail to perform their obligations. The tenderer (tendering agency) will conduct a search for the bidder"s credit information (specifically based on the search on the "Credit China" website www.creditchina.gov.cn on the day of bid), and if the bidder is a person who fails to perform their obligations, the bid evaluation committee will reject their bid. If due to force majeure events, it impossible to conduct a search on the day of bid opening and it is temporarily impossible to restore the search, a post-event search can be conducted on the winning candidates during the of bid winning announcement. If the winning candidate is a person who fails to perform their obligations, the tenderer will cancel their bid winning qualification according to the law.
