1、The Government of China has obtained a loan from the World Bank to finance the World Bank Loan Project for Prevention, Preparedness, and Response to Emerging Infectious Diseases in Hainan Province (Global "One Health" Hainan Demonstration Project), and intends to apply part of the proceeds of this loan to eligible expenditures under Contract Package C of Subproject 1.3.2 for the procurement of instruments and equipment by the Hainan Provincial Market Supervision Administration (Contract No.: HN-G-29).

2、CITIC International Tendering Co., Ltd. (the Procurement Agent), on behalf of the Hainan Provincial Market Supervision Administration (the Purchaser), hereby invites qualified and eligible bidders to submit sealed bids for the following goods and related services:

3、This tender is conducted through domestic competitive procurement by the method of Request for Bids, in accordance with the World Bank’s “Procurement Regulations for Borrowers of Investment Project Financing” (“Procurement Regulations”). All bidders who meet the eligibility criteria specified in the Procurement Regulations are eligible to participate.

4、Interested eligible bidders may obtain further information and inspect or purchase the bidding documents at the address specified in this Invitation for Bids from July 4, 2025, to August 14, 2025, every day (excluding Saturdays, Sundays, and public holidays) between 9:00 AM–11:30 AM and 1:30 PM–5:00 PM (Beijing Time).

5、Potential bidders should note the provisions on eligibility and conflict of interest in Clause 4 of the Instructions to Bidders in the bidding documents. Any bidder found to have a conflict of interest will be deemed ineligible.

6、The qualification requirements for bidders include:

This project accepts bids from consortia. The maximum number of consortium members shall be 2, and either the lead member or one consortium member must meet the above qualification requirements.

7、Interested eligible bidders may submit their application to purchase the bidding documents to the address specified in this Invitation for Bids and pay a non-refundable fee of RMB 1,000. Payment can be made in cash or by direct transfer to the procurement agent’s account (Account Name: CITIC International Tendering Co., Ltd.; Bank: CITIC Bank Beijing Sanyuanqiao Branch; Account No.: 8110701013102383606). The bidding documents will be sent by mail. The Purchaser and Procurement Agent shall not be responsible for any loss or delay of documents during mailing.

8、All bid documents must be submitted to the address specified in this Invitation for Bids before 09:00 AM (Beijing Time) on August 14, 2025. Late submissions will be rejected. The bid opening will be conducted publicly at the address specified in this Invitation for Bids. Bidders may send representatives to attend the bid opening. The bid opening time is 09:00 AM (Beijing Time) on August 14, 2025. Bid submissions must include a bid security in the amount of RMB 30,000.00.
