1、The Government of China has received a loan from the World Bank toward the cost of the World Bank-financed Hainan Project for the Prevention, Preparedness, and Response to Emerging Infectious Diseases (Global “One Health” Demonstration Project in Hainan), and it intends to apply part of the proceeds of this loan to eligible payments under the contract for Procurement of Laboratory Upgrading and Capacity Enhancement Equipment under the CDC Component (Contract Package No. 1, Contract No.: HN-G-20).
2、CITIC International Tendering Co., Ltd. (the Procurement Agent), on behalf of the Hainan Provincial Center for Disease Control and Prevention (the Purchaser), now invites sealed bids from eligible and qualified bidders for the supply of the following goods and related services:

Main Types and Quantities of Goods | Medical refrigerators, medical low-temperature storage boxes, inverted microscopes, high-speed refrigerated centrifuges, centrifuges (room temperature), mini centrifuges, fully automated medical PCR analysis systems, and other instruments and equipment, as well as related services. For details, please refer to the Schedule of Goods Requirements in Chapter 6 of the bidding documents. |
Delivery Period | 90 calendar days from the date of contract signing. |
3、This tender is conducted through domestic competitive procurement by the method of request for bids, in accordance with the World Bank’s “Procurement Regulations for Borrowers of Investment Project Loans” (“Procurement Regulations”). All bidders who meet the eligibility criteria set forth in the World Bank Procurement Regulations are eligible to participate.
4、Interested eligible bidders may obtain further information and inspect or purchase the bidding documents at the address specified in this Invitation for Bids from June 23, 2025, to July 29, 2025, every day except Saturdays, Sundays, and public holidays, between 9:00 AM and 11:30 AM, and 1:30 PM and 5:00 PM (Beijing Time).
5、Potential bidders should note the provisions on eligibility and conflict of interest in Clause 4 of the Instructions to Bidders in the bidding documents. Any bidder found to have a conflict of interest will be considered ineligible.
6、The qualification requirements for bidders include:
Business Scale | The bidder’s average annual turnover over the past three years (2022–2024) shall be no less than RMB 8 million. |
Contract Experience |
The bidder must have successfully completed at least [2] supply contracts for laboratory instruments or equipment similar in nature and complexity to the products proposed for procurement under this project during the past three years (from January 1, 2022, to the present), with at least one contract including a fully automated medical PCR analysis system. Each contract should have a minimum value of RMB 2.45 million. The bidder must provide supporting documents that meet the requirements, which should at least include the contract agreement and acceptance certificates issued by the end user. Copies of contracts attached to the bid documents must include pages that clearly show the following: the contract front page indicating the project name, procurement contents, contract signing date, contract amount, and contract signature and seal page, as well as the contact person and contact information of the end user. |
Contract Experience | The goods offered must have at least [2] years of production experience. The bidder must provide supporting documents meeting the requirements, including copies of sales contracts for similar goods. Among them, at least [1] unit/set each of the fully automated medical PCR analysis system and the pulsed-field electrophoresis system must have been sold. The bidder must provide supporting documents meeting the requirements, including copies of sales contracts and invoices for similar goods. |
Production Capacity | Minimum supply or production capacity to ensure the bidder is capable of supplying the required models, sizes, and quantities of goods. The bidder shall provide supporting documents from the manufacturer of the goods offered, including copies of the business license, performance test reports (if any), and other relevant documents. These documents should demonstrate the minimum supply or production capacity to ensure the bidder’s ability to supply goods that meet the required models, sizes, quantities, and quality. |
Financial Status | The audited annual financial statements (balance sheets and income statements) for the most recent three years (2022, 2023, and 2024) shall reflect the bidder’s financial condition, demonstrating sustained profitability. As a minimum requirement, the bidder’s net assets (calculated as total assets minus total liabilities) for each of the past three years must be positive. |
Cash Flow Capacity | The bidder’s available quick assets [1. Quick assets include cash and cash equivalents, short-term financial notes, short-term held-for-sale securities, marketable securities, accounts receivable, short-term financing receivables, and other assets convertible to cash within one year], credit facilities, and other financing means must be sufficient to meet the cash flow requirements for contract performance. At the same time, consideration should be given to other contracts currently being performed by the bidder. The amount shall be no less than RMB 900,000. |
Litigation History | Outstanding claims, arbitrations, or other litigations shall not exceed 50% of the bidder’s net assets in total. |
This project allows joint venture bidding. The maximum number of members in a joint venture shall be two, and either the lead member or the other member of the joint venture must meet the above
qualification requirements.

7、Interested eligible bidders may submit an application to purchase the bidding documents at the address specified in this Invitation for Bids and pay a non-refundable fee of RMB 1,000. Payment can be made in cash or by direct transfer to the Procurement Agent’s account (Account Name: CITIC International Tendering Co., Ltd.; Bank Name: China CITIC Bank Beijing Sanyuanqiao Branch; Account Number: 8110701013102383606). The bidding documents will be sent by mail. The Purchaser and the Procurement Agent shall not be responsible for any loss or delay of documents during the mailing process.
8、All bids must be submitted to the address specified in this Invitation for Bids no later than 9:00 AM (Beijing Time) on July 29, 2025. Late bids will be rejected. The bid opening will be conducted publicly at the address specified in this Invitation for Bids. Bidders or their authorized representatives may attend the bid opening. The bid opening time is 9:00 AM (Beijing Time) on July 29, 2025. Bids must be accompanied by a bid security in the amount of RMB 60,000.00.
