Assignment Title: Consultancy Firm or Consortium Services for The Early Childhood Care & Development Education (ECCDE) Mapping Exercise.

• BACKGROUND OF THE PROJECT

The Ministry of Education & Training MOET has entered into a loan agreement with the World Bank towards the cost of Strengthening Basic Education Support to Human Capital Development in Eswatini, Project: P173151 and intends to apply part of the proceeds for consulting services.

• BACKGROUND OF THE ASSIGNMENT

The purpose of this consultancy is to conduct a comprehensive mapping of all ECCDE centres (public, private, and unregistered) in Eswatini, to inform policy, planning, and service quality improvement. The consultant/firm will work in close collaboration with the Ministry of Education and Training (MoET) and other stakeholders to ensure institutional ownership, capacity building, and data sustainability. Particularly, this consultancy aims to: (i) review the existing ECCDE mapping tool developed in 2021. (ii) develop and adapt the existing data collection tool relevant to the context of all early childhood service providing centres and Grade 0 classrooms in Eswatini, (iii) work with MoET to conduct data collection in all public, private and unregistered ECCDE centers (iv) capacitate MoET and other local country counterparts on administration of the tool and analysis of key findings, (v), ensure that there is compliance with the ECCDE standards as per the Early Childhood Standards and Guidelines. (vi) inform ECCDE policy and practice in Eswatini.

• INVITATION TO CONSULTANTS:

The Ministry of Education & Training now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services as stipulated in Terms of References.

• CONFLICT OF INTEREST:

The attention of interested Consultants is drawn to paragraph 3.14 to 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017, August 2018, November 2020 and September 2023 setting forth the World Bank’s Policy on Conflict of Interest. Consultants may associate with other firms to enhance their qualifications. Where firms are associating, the submission must include verifiable evidence of association from all the parties.

The Consultancy firm will be selected in accordance with the Consultancy Qualification Base Selection method set out in the Consultant Guidelines.
